Brief Description of Requirement
The Pubs code Adjudicator (PCA) is looking to strengthen its strategic communications capacity and
expertise to meet its objectives outlined in its 3-year strategy published in August 2022, setting out its
short, medium and long term priorities.
The PCA aims to increase tied tenant knowledge of the Pubs Code and confidence in using their rights.
This involves translating legal language into plain English and delivering information in an accessible
manner for a lay audience. the PCA aim to increase awareness amongst tied tenants of their Code rights
and show how those rights have been used by tied tenants to encourage others to do so, utilising the
tenant voice where possible. PCA want to build trust with tied tenants in the PCA as a regulator, including
to regulate independently of government and the pub-owning businesses.

This contract will be awarded based on the evaluation criteria as set out in the ITQ document.

All submissions will be assessed in accordance with the Public Procurement Regulations that apply to this
opportunity.
Responses must be received by the date and time in the tender documentation; responses received
outside of the deadline or not sent via the Jaggaer eSourcing portal will not be accepted or considered by
the Contracting Authority further for this opportunity, unless a system outage is experienced, to which
the Contracting Authority will advise upon accordingly. Interested organisations should ensure that they
allow a sufficiency of time, prior to the deadline to allow all sections to be completed in full and any
attachments to be uploaded.

Government departments are keen to work with SMEs inline with social value policies - scope is consistently updated to reflect market changes and innovation like no other framework in the market can do.
