Luton Council is undertaking a below threshold PCR15 Request for Quotation process in accordance with its constitution (standing order policy) and is inviting providers to quote for this Assessor and E Portfolio Assessment tool, Web software solution \r

1.1.	Luton Borough Council is looking to engage qualified organisations to quote for :\r
\r
Luton Adult Learning (LAL) is a training provider that offers a blended approach to delivery of courses and qualifications allowing a mix of face to face and online opportunities.  LAL currently use an Initial Assessment tool and e-portfolio which are supplied by the same organisation.\r
\r
LAL are seeking a software solution for managers, teachers, assessors and learners to be able to access a web based e-portfolio and for Initial Assessment tests to be sent out to potential learners.  It would be preferable for the initial Assessment to integrate with the e-portfolio.\r
\r
Currently LAL uses Smart Assessor e-portfolio and SmartVLE Initial Assessment tool.  These are both contracted until July 2023 and procurement must be completed and ready for use at the start of the academic year in August 2023.\r
\r
The solution will be used for approximately 800 learners and apprentices each year and working with a blended approach is an expectation from Awarding Bodies and Ofsted.  Hosting 500 live learners.\r

Hosting of archived learner files is required.\r

An advert will be available for expression of interest from 1.2.23 until 7.2.23, at which point documents will be released to enable a quotation to be submitted by the return date. Update 10.2.23 - Due to lack of interest - the Council has extended the expression of interest window to 15.2.23 at 17:00 hrs.\r

The Council requires a supplier for the provision of Attendance collection for Vulnerable children in Out of Local Authority Schools and Settings and those attending Alternative Provisions in the city. Approx numbers: 70-80 pupils o Weekly - Children open to independent Alternative Provision Providers in the city. The number is not yet known as the places are commissioned by our schools but guestimate at 200 -300. This contract will be for an initial 2-year period 20/12/2024 until 19/12/2026.
