Description

Northamptonshire Children's Trust (hereafter referred to as the "Children's Trust") wishes to invite Tender Responses for the supply of services in respect of this requirement.

This specification covers providing Supported Accommodation for children in care and care leavers aged 16 to 21, for Northamptonshire, including, where required, out of county homes.  It excludes provision delivered by the Northamptonshire Children's Trust own provision or those already contracted under separate service contracts.

The primary role of young people's supported accommodation is to prepare our young people for independence and adulthood. Where each young person starts on this journey will be different and the rate at which they move through this journey will vary but our Supported Accommodation providers and their staff, through their support, will proactively work with our care leavers to ensure successful transition to adulthood where they will thrive.

Services that will be purchased by the Children's Trust will be individualised packages to meet the needs of our care leavers so that they are supported to successfully move onto adulthood and independence.

The  Children's Trust is setting up a Framework Agreement for the Provision of Supported Accommodation and Supported Hours for Young People aged 16 to 21 for an initial period of 50 months, with an option to extend for 36 months, making 86 months in total.

Services will be categorised by the following Lots that are described further in the specification:

•	Lot 1 - Supported Accommodation for 16 and 17 year-olds (must be registered with Ofsted) 
•	Lot 2 - Supported Accommodation for 18 to 21 year-olds 
•	Lot 3 - Additional Support Hours 

The Light Touch Regime (LTR) applies to the Services under this Framework Agreement, as per Public Contracts Regulations 2015.

Parent-Infant Relationship: Pregnancy Bonding and Attachment Training

North Northamptonshire Council seeks to commission a one-year training programme in pregnancy bonding and attachment, with a focus on strengthening relationships between parents and infants from the earliest stages of pregnancy through to the end of the first 1,001 critical days. Empowering expectant parents to form strong, positive bonds with their unborn babies and to nurture these relationships as their child grows. The Training Programme aims to: • Strengthen the capacity of the Family Hub workforce to promote and support bonding and secure parent-infant relationships from pregnancy onwards. • Equip practitioners with evidence-based knowledge and skills to recognise, prevent, and respond to perinatal mental health and bonding difficulties. • Build a shared language and approach across the workforce to improve consistency of practice and ensure families receive joined-up support. • Promote inclusive practice that recognises and values the roles of fathers, partners, and diverse family structures in early bonding and attachment. • Contribute to the delivery of the North Northamptonshire Perinatal Mental Health and Parent-Infant Relationships Strategy (2024) by addressing the identified gap in workforce development.
