Leicester City Council (‘the ‘Authority’) invited Tenders for the provision of Day Opportunities Services. Leicester City Council led the procurement on behalf of Leicester City Council and the NHS Leicester, Leicestershire and Rutland Integrated Care Board (LLR ICB).
Day Opportunities Services support and enable people to access and participate in a variety of activities and opportunities, during the daytime, that help them to meet their social care and/or health needs.
Services will support the delivery of outcomes for people, and their families, who draw on social care support and see them being empowered and supported to participate in opportunities that enable them to meet their agreed outcomes as part of their support plan.
The activities and opportunities available will depend on an individual’s needs and interests. General examples may include, but are not limited to, IT training, cooking/baking, confidence building, friendship groups, sports, games and other leisure activities, household management, exercise, mindfulness and meditation, gardening, art therapy, visits to parks, museums or days out.
It was the intention of the Authority to award Framework Agreements for each Lot. There was no maximum number of providers to be awarded a Framework Agreement for each Lot. Tenderers should note that Lots 1 to 4 services are commissioned for the Authority only. Lot 5 services are being commissioned for both the Authority and the LLR ICB. The Authority provides no guarantee or volume of any work to any successful provider.
The Framework Agreements are Open Framework Agreements. Throughout the duration of the Framework Agreement, the Authority may review the Framework Agreement and may open it to the market for new appointments to it at its own discretion when a service need arises. Opening the Framework will allow the opportunity for any potential Providers who are not currently appointed to the Framework Agreement to submit a Tender to the Authority, to be appointed for the remainder of the term of the Framework Agreement if successful. Existing Providers may if they so wish, apply for the Tender opportunity for a Lot they previously did not Tender for or were unsuccessful for. As a service need has arisen, the Authority is opening the Day Opportunities Services Framework to the market for new appointments via this Tender opportunity.

NHS South West London Integrated Care Board (ICB) (Croydon Place) is seeking to commission Long-Term Conditions (LTC) Community Outreach, Expert Patient Programme (EPP), LTC Self-Management and Pentathlon Healthy Lifestyle Programme Services. Since 2020, the LTC Community Outreach and Expert Patients Programme has been focussing on prevention, early identification and improved management of LTCs in Croydon with the aim to raise awareness with people who do not regularly access GPs or local NHS services. With the population in Croydon with two or more long term conditions at 23% and set to increase, a collaborative approach across all long-term conditions is key to manage, support and prevent increases in the number of Long-Term Conditions and the costs associated with that to health and the individual. The aims of the LTC community outreach and EPP programme are to deliver cost-effective, culturally competent, and preventative community health interventions that address the health inequalities in Black, Asian and Minority Ethnic (BAME) communities which constitute circa 50% of SWL ICB's core20 communities, particularly in deprived and underserved wards such as Thornton Heath and New Addington. In particular the LTC community out-reach health and wellbeing checks, Pentathlon healthy lifestyle courses and Expert Patient Programme (EPP) LTC self-management course are anticipated to: • Support raising grass roots awareness of LTC risk and risk factors and support people to adopt healthier lifestyles to reduce the risks of LTC, support early identification and diagnosis and self-management in key Croydon communities. • Empower patients with LTCs to feel more confident in managing their own condition and keep them active and engaged in their lives. • Tackle health inequalities and increase uptake from hard-to-reach groups. The Contract is expected to commence in April 2026 for an initial period of 2 years. The contract may be extended for an additional period of 1 year at the sole discretion of the Authority. The total contract value for the 2+1 period is £297,000 inclusive of VAT. (£99,000 inclusive of VAT per annum) Interested Organisations must express an interest via Atamis e-tendering portal.
