Description

The Secretary of State for the Home Department (referred to as the Home Office) is the lead government department for immigration and passports and is responsible for securing the UK border, controlling immigration and issuing passports and visas.
The Home Office, acting through Home Office Biometrics (HOB), is the Authority seeking to procure services for the provision of Biometric Matcher Platform and associated Services (BMPS).
The Matcher Service Platform (MSP) is a combination of a technology platform and the services required to support and operate the biometric matching functions. The MSP can be further broken down into:
- a Matcher Service Bus (MSB) where biometric transaction processing logic, biometric workflow rules, integration of Matching Engine Software (MES) and a Service Interface used by external subsystems; and
- the infrastructure platform to host and provide the computing capacity for the MSB and MES operations.
The BMPS Project can be defined in 5 stages as below:
Stage 1 - Transition of the services developed under the existing Matcher Platform supplier to the new supplier. These services are for the delivery of Matching Platform and Mark to Print search capability for Law Enforcement. This is expected to go live before this contract award.
Stage 2 - Delivery of other IDENT1 search capabilities (Print to Print, Print to Mark & Mark to Mark) for Law Enforcement allowing for the decommission of the legacy IDENT1 matching algorithm.
Stage 3 - Immigration collection moved from IABS to the Fingerprint & Face Algorithms on the MSP. This allows for the decommission of the legacy IABS fingerprint and face algorithms. This Stage deploys Face algorithm onto the Matcher Platform and is an enabler for Strategic Facial Matching for Law Enforcement as well as ETA Face for FBIS.
Stage 4 - Migration of HMPO, EUSS & FBIS collections onto the MSP (re-using the Face Algorithm on the Platform), allowing for the decommission of the IABS Passport Face Matcher.
Stage 5 - Facial matching for law enforcement use-case.
This contract is for a initial term of 5 years with option to extend by a further 3 years (5+1+1+1).

Space Weather Delivery Partner

The Met Office owns the Severe Space Weather Risk on the National Security Risk Assessment (NSRA) and receives funding from the Department for Science, Innovation & Technology (DSIT) to deliver a core national space weather capability to inform mitigation against the worst effects by government and critical sectors.   Given the prominence of the severe space weather as a 'significant' risk on the UK Government's NSRA and the higher than anticipated activity in this solar cycle, cross-government activity has increased putting greater demands and requirements on Met Office. Note that a period of dual contract running is planned in order to ensure an effective handover of assets and domain knowledge. The contract will be a non exclusive contract delivered via Statements of Work on time and materials, capped time and materials and a hybrid pricing model using capped time and materials and fixed cost elements for appropriate SoW's. The incumbent Space Weather Delivery Partner contract is due to complete in March 2026, therefore the Met Office wishes to engage with the Market to procure a replacement Delivery Partner contract.

HMRC Competition to Tackle Deliberate Evasion and Help Close the Tax Gap

Closing the tax gap is a key strategic priority for HMRC. In the 2023 to 2024 tax year, the tax gap is estimated to be 5.3% of total theoretical tax liabilities, or £46.8 billion in absolute terms. This is driven by a range of customer behaviours from simple error to deliberate evasion. Identifying deliberate evasion is inherently difficult across a very large population of customers. By its nature the intent of deliberate evasion is to hide and deceive. This can lead to sub-optimal targeting of investigations by HMRC which impacts HMRC's ability to close the tax gap and increases the burden on compliant customers. Being able to identify deliberate evasion accurately at population level will improve HMRC's approach to managing the tax gap and reduce the impact on compliant customers. This competitive procurement will invite novel and innovative solutions to closing the tax gap within a customer group on the theme of tackling deliberate evasion. Potential solutions may include (but are not limited to) analytical techniques and data that can help identify indicators of potential evasion in HMRC's risking processes. However, this is an open competition, and HMRC would like to explore a range of innovative solutions that can contribute to the primary objective of closing the tax gap. Bidders are encouraged to attend the launch event on Monday 21st July 2025 to learn more about the problem statement. All relevant information will be included within the tender documentation.
