Provision of a Cosy Homes in Lancashire (CHiL) Delivery Partner for Domestic Energy Initiatives

Blackpool Council, working on behalf of other Lancashire Local Authorities through the Lancashire Home Energy Officers Group (LHEOG), has appointed a Partner / managing agent to oversee the delivery all domestic energy efficiency initiatives under the CHiL brand.  The Partner / managing agent clearly demonstrated the ability to meet our requirements and offered the most economically advantageous tender. Blackpool Council acted as the Procurement lead, each Local Authority will have their own separate contract with the successful bidder.
The contract term will be from 1st April 2023 to 31st March 2025 with the option to extend incrementally for a period of 1 + 1 years (subject to contract review and budget availability).
Cosy Homes in Lancashire (CHiL) is a brand established by 12 district and two unitary councils in Lancashire as well as the County Council under which domestic energy efficiency schemes are delivered pan-Lancashire. Historically there is a strong track record of the Authorities working together in the energy field and CHiL has developed through this collaborative working arrangement. Other Lancashire Authorities may in the future may join the LHEOG and it is an expectation that the successful provider will be able to accommodate their requirements.
The cost of providing this Service will be met by any fees generated from funding agreements and any management fees included within funding secured from other sources via the Open Book process.

To produce a toolkit that businesses can take away from the workshop that will provide the information and templates needed and in turn they can be confident in applying for opportunities.
