Your tender submission, which is to be on a fixed price basis for the period April 2023 to March 2026 is to be returned on Document Ref: THTD03 'Form of Tender' and in a sealed envelope marked 'Tender' to be submitted by 12noon on Friday 7th April 2023.

The tender is to be signed by an authorised signatory for the company and all alterations or corrections must be initialled by the same person.

The completed tender must be submitted in a sealed envelope marked 'Tender' which should then be sent by post or delivered by hand to reach the Projects Officer, Town Hall, High Street, Bridgwater, Somerset, TA6 3AS. All tenders will be opened at the same time by the Town Clerk and Project Manager in the presence of a Councillor.

You must submit the following documentation with your tender:

1)	All company accreditations, qualifications, and recognitions.
2)	Evidence of your staff/team's competency and training records.
3)	All Health & Safety documentation for this project.
4)	Any RAMS relating to this project.
5)	THTD03 'Form of Tender'.
6)	THTD04 'Application Form for the Town Hall Town Deal Consultancy Tender'.
7)	Insurance details and certificates as indicated in section C of THTD04 (please note that £10m liability is required).

Any omissions will invalidate your tender.

The tender envelope must not be marked in any way to indicate the identity of the sender / tenderer and must contain only the tender form and requested documents, and no other enclosures. If a courier service is used these requirements must still be observed.

CP2648-25 : Retrofit Coordination and Design Services for Warm Homes - Local Grant

The Warm Homes: Local Grant Programme (WH:LG) is a UK Government funded Scheme to deliver energy efficiency building fabric and low carbon heating improvements (measures) to households living in poorly performing homes (Energy Performance Certificate rating of D or below) across England. The scheme will deliver upgrades to eligible Applicants in both privately owned properties and privately rented properties, both on and off the gas grid. Applicants can be homeowners or tenants. Devon County Council (DCC) are delivering this scheme on behalf of the following Local Authorities in Devon: East Devon, Exeter, Mid Devon, North Devon, Teignbridge, Torbay and Torridge (The Consortium). DCC is a Grant Recipient within the terms of the Scheme. The £5.25m WH:LG Programme will run from April 2025 to April 2028 and has a target of delivering retrofit to c200 properties across the Local Authority areas listed above. The properties being treated under this Scheme may include detached / semi-detached / terraced houses, bungalows, park homes and low-rise flats. The measures being offered to Applicants by DCC under this Scheme are contained within Eligible Measures for inclusion within the DCC WH:LG Scheme. There may be a possibility to increase the number of properties delivered within the Scheme by DCC applying for an increase of WH:LG funding. Any application for an increase in funding is dependent on Programme performance and National level funding underspend that may or may not be available and is in no way guaranteed. If an option to extend the delivery Programme is available to DCC it is expected that this contract will be extended to ensure continuity. The Programme will be delivered within PAS 2035:2023 and PAS 2030:2023 as its delivery specification (other relevant standards are located in Technical Standards used to deliver the Works). All PAS 2030 & 2035 documentation and works must be successfully lodged with Trustmark to qualify for grant funding.

INFRASTRUCTURE DEVELOPMENT AT CRINGLE DOCK WASTE TRANSFER STATION, SW8

This procurement exercise will be split into two lots, suppliers may bid for either one or both lots: Lot 1 - WASTE AND ENGINEERING CONSULTANCY SERVICES WRWA is seeking Technical Waste and Engineering support with the replacement of its Cringle Dock Waste Transfer Station, to include discussions with stakeholders, assessment of options, design and access plans, consents and permits, procurement of a construction contract, construction management and supervision, and implementation to support the achievement of ‘steady state’ operations at the future redeveloped Cringle Dock. The scope of this contract covers Waste and Engineering consultancy services. To expand, the services shall entail assisting the Authority with: • Overall facility design including waste and other supporting infrastructure; • Mechanical, civil, structural, geotechnical, utilities and other engineering disciplines as appropriate. • Fire protection measures to satisfy insurance requirement. • Environmental permitting; and • Development, co-ordination, management, and submission of engineering, technical, and permitting documentation as appropriate • Further scope of the works is as detailed in the documents provided as Volume Two. • The successful Tenderer must undertake all preparatory work and must commence full service provision under the Contract on the Commencement Date. • Please refer to the Specifications at Volume Two for further details. Lot 3 - ARCHITECT CONSULTANCY SERVICES WRWA is seeking Architectural support with the replacement of its Cringle Dock Waste Transfer Station. The adviser must act as WRWA’s Concept Guardians throughout the life of the project, to ensure the successful delivery of new infrastructure including the look, feel, and performance standards established by WRWA. The scope of this contract covers Architectural consultancy services. To expand, the services shall entail assisting the Authority with: • Concept Architect - (Riba Stages 0-3) Brief preparation, conceptual design of external appearance including development colour scheme from palate of materials (already specified within the DCO), conceptual layout and features, conceptual constructability, evaluation and approval of detailed designs, monitoring of detailed design implementation, approval of final finish. • Executive Architect - (Riba Stages 4-7) Detailed design for external and/or internal appearance as required in accordance with defined colour scheme and material palate including specification of materials and method of installation, ensuring constructability design, costing of detailed design, and implementation of detailed design, handover and use. While the consultant will act as the Concept Architect throughout the appointment, the successful Architect will only act as Executive Architect for those elements of the WRWA’s infrastructure development works which are developed under a traditional construction contract where WRWA directly employs a designer and construction contractor.

Margate Skatepark Design and Build

For the provision of a Skatepark build in Margate, Kent. The Employer will enter into a JCT Design and Build contract with the successful specialist contractor with the experience, track record, capability and capacity to deliver a skatepark new build of the scale and complexity outlined in the Appendix A - Specification. The contract will include consultations and engagement activity to ensure the proposed design meets with local aspirations, has a degree of challenge to suit all levels of abilities, will achieve planning approval and can be delivered within the project budget and timescales.
