Description

SPS have led acollaborative procurement on behalf of a range of Scottish public bodies (circa 40 Collaborative Partners with an employee headcount circa 34,000) to secure a provider of an Employee Assistance Programme (EAP) and Welfare Services. The Services are intended to provide support to employees by providing access to confidential advisory and supportive interventions to deal with any personal/work related problems. Services include: telephone counselling, information services, advice for carers, service’s to management staff, face to face counselling sessions, and referral procedures. Additionally there is a requirement to provide Welfare Services to a number of the Collaborative Partners.  The Welfare Service shall comprise of: crisis intervention, welfare services (including home visits) and advocacy (facilitating meetings on behalf of individuals both a support mechanism for staff and a management reporting function for Human Resource Business Partners.

The Requirement will be tendered as the following Lots: 1. LOT 1 – Cornwall & IoS 2. LOT 2 – Plymouth 3. LOT 3 – Devon 4. So long as the Authority still has regard to the section 12 objectives It should also be noted that Confirmation of continued MoJ funding (DASV Additional Grant) is awaited (to the value of £400k per annum). This will be added to the contract in line with the funding formula once confirmed. It is anticipated that additional resources will be accessed by providers via charitable sources to complement and enhance the core offer through full or partial match funding. Any match funding values brought to the contract by the provider will be distinctly separate from the obligations of the Authority and will not account towards the value payable under the contract by the Authority. No monies can be carried forward into a subsequent financial year and all spending must be evidenced as spent within that financial year. All underspend must therefore be returned by the Contractor at the end of the Funding year so bidders should not plan for funds being retained if underspent. The funding is ringfenced for the provision of services for Victims/Survivors of and sexual violence and cannot be spent on other activities. Funding must not be spent on any of the following: • religious activities outside of projects benefiting the wider community and not containing religious content; political or lobbying activities. • loan repayments; or • activities that make profit for private gain. • Campaigning activities • Funding must not be used for capital works e.g. building repairs, but can be used for other capital costs such as ICT equipment to enhance your communications and help reach local people. £1,201,000 p.a.

Management & Delivery of Supported Accommodation Project

The Borough Council of Newcastle-under-Lyme are in the process of developing a Homeless Hub with accommodation to: > Provide safe, secure 24/7 supported accommodation for rough sleepers to ensure no-second night out. > Provide an environment where agencies can be available to support individuals without the need for an appointment (often a barrier to engagement). > Provide access to DWP, CAB, RSI officers, housing providers, probation, adult social care to name a few. > Develop relationships / trust for ongoing referrals for support, advice, medical appointments, developing paths to move on into non-emergency accommodation to continue the support. > Offer showers and a laundry, a place to be clean and warm. > Include security so that individuals who would not be accommodated elsewhere can be supported. > Offer advice and support to overcome financial problems, secure job opportunities, and sustain tenancies and local affordable homes. > Work towards developing an on-site cafe utilising peer mentors or lived experience where appropriate for all parties, providing an informal meeting place/welcoming environment. > Taking a holistic approach with the customers voice at its heart to develop activities such as gardening, art etc. Ultimately the Council's policies will mature into intensive wrap around person centered support, which is intended to remove some of the current reliance on bed and breakfast for emergency accommodation, which is a barrier to engagement, is isolating and fuels the revolving door of individuals between bed and breakfast and rough sleeping. The Borough Council of Newcastle-under-Lyme (The Council) is seeking to procure a Service Provider to Manage the Homeless Accommodation Hub who has practical experience in managing such accommodation and who holds a successful track record in providing services to rough sleepers and individuals with multiple and complex needs.
