The Project
GTR are looking to procure a partner(s) to provide the long-term contract hire and short- term rental of Ancillary Vehicles (Van and Cars) use by various departments with GTR across the GTR Network.
At present GTR run a fleet of Diesel vehicles consisting primarily of Large, Medium & Small Panel vans as well as some cars. All these vehicles are currently provided from one incumbent supplier on a Contract Hire lease. A small number of vehicles are also hired on an adhoc short term (1-year Max) rental basis from the same provider.
In line with the current GTR sustainability strategy the aim is reduce the environmental carbon  footprint by replacing this fleet with more environmentally friendly fully electric or hybrid vehicles.
The purpose is to run a competitive tender to gain a partner(s) to provide a fleet of Large, Medium & Small vans & cars on a 3 year contract hire with an ongoing framework whereby adhoc short term rentals are supplied to ensure:-
• Alignment to GTR's vision/values/strategic pillars
• Reducing GTR's carbon  footprint
• Vehicle tracking & telemetry technology to provide information on vehicle location & driver performance.
The final structure of the Tender may be based around a combined package or individual lease & rental package lots.
The combined value of all these lots will be for up to £0.5m per annum and the contract award will be for a duration of up to 3 years. The annual value could vary due to annual budget reviews and depending on external impacts to the railway network. 
About GTR:

running across an extended geography with multiple train and stations.
• 239 managed stations.
• over 500 units in its train fleet.
• GTR has one of the largest estates amongst UK TOCs, with a geographically far reaching network covering over 800 route miles across the South East of England.
• GTR had the largest number of passenger journeys at 19% of all UK journeys

The above tender period is estimated and may be subject to change at GTR's discretion.
It is anticipated that the tender will be limited six suppliers, though this will be subject to the quantity of suppliers expressing an interest. In the event a pre-qualification questionnaire (PQQ) is required, this will have two (2) clear aspects:
a) A checklist of pass/fail functionality, compliance, and accreditation b) An assessed PQQ section
Mobilization
Expected to complete 1-month mobilization period, prior to commencing delivery of the first vehicles and it is therefore an aspiration that the all new vehicles would be delivered in 
October/November 2022. Expression of Interest Response:
The supplier is requested to confirm their ability to meet the above requirements.
All other competency requirements to award a contract will be identified with the tender enquiry document.
The proposed contract will be on GTR (The Go-Ahead Group's) model terms and conditions for supply of services.
Mandatory terms and service levels will be included within the tender package aligned to the programme.

Hertfordshire County Council is currently out to procurement for the Provision of Local Electric Vehicle Charging Infrastructure The purpose of this procurement exercise is to enable prospective Concessionaires to provide a tender laying out how they would introduce additional chargepoints in on-street, off-street and local car park locations across Hertfordshire. The concessionaire(s) will be procured by Hertfordshire County Council ('the Council') on behalf of a consortium of lower tier authorities who have all committed to this programme, and have signed a Collaboration Agreement, which will be appended to the concession contract. The partnership authorities include: Hertfordshire County Council (lead delivery authority) • Broxbourne Borough Council • Dacorum Borough Council • East Hertfordshire District Council • Hertsmere Borough Council • North Hertfordshire District Council • St Albans City and District Council • Stevenage Borough Council • Three Rivers District Council • Welwyn Hatfield Borough Council • Watford Borough Council As a Tranche 1 authority Hertfordshire has received £6,015,000 of LEVI capital funding and expect that this will contribute towards our 2030 targets for electric vehicle charging provision. In line with our strategy the council is seeking service Concessionaires to increase provision of chargepoints, in the following types of locations spread across the county: Council owned car parks for both local and destination charging (there are 26,000 parking spaces and 400 available car parks across the county). For the LEVI fund the carparks in scope would need to be in proximity (roughly 5-min walk) to residential areas and be appropriate for overnight charging. Off-street locations in the form of hubs on other public-owned land On-street – including standalone bollards, hubs, lamp columns. The county has been split into three lots by geographical area. The purpose of this lotting is to provide consumers with options for different CPOs across the county, encourage competition and competitive tariffs and mitigate any risk of a monopoly across the county. Assigning lots as shown below, enables CPOs to provide charging infrastructure in urban and rural locations at a district level with each provider for the 3 lots being assigned a ‘section’ of the County.
