Coach & Minibus Hire Statement of Requirement


1.	Statement of  Requirement

The Royal Hospital Chelsea requires the hiring of Coaches and Minibuses on an as required basis. The requirement is to support in the region of 300 veteran soldiers who attend various functions throughout the country. There will be occasions when coaches are required for overseas trips to mainland Europe on Battlefield tours etc. 

2.	Scope of service

The following is a list of the services required.

•	Provide liveried vehicles which are well maintained.
•	Provide a range of vehicles from 8 seats to 52 seats. The larger vehicles are to be fitted with a toilet.
•	Provide a wheelchair accessible vehicle on certain occasions.
•	Provide a driver who is well turned out.
•	Drivers should be mindful of their passengers.
•	Drivers should report 5 mins before the departure time.
•	Once passengers are set down they should not be left until they have been met.
•	Vehicles may be required for overseas and overnight trips.
•	Vehicles should be available within 12 hours.
•	There should be no cancellation charge if more than 48 hours' notice is given. 
•	All invoices to be paid by Mastercard, with no transaction fees applied.

3.	Regular bookings

Listed below are some areas where vehicles may be expected to travel:

•	Stamford Bridge. 8 seat, 20 trips per season. Duration 4 hours
•	Westminster Abbey. 33 seat, once per year. Duration 3 hours
•	Cenotaph 49 seat coach, once per year. Duration 4 hours
•	Bowls team away games 10-12 trips per year. Duration 4-8 hours 
•	Fishing Trips away. 8 seats. Approximately 25 trips a year. Duration 6-8 hours
•	G-Tech Stadium, Brentford, London Irish Rugby. 14 seats. Approximately 20 trips per year. Duration 5-6 hours. 
•	Royal Albert Hall 16 seat twice a year

Transportation Dynamic Purchasing System

HTE are seeking to establish a Transportation DPS for the provision of pathology and pharmacy transport, non-clinical courier services, and bus and community transport services and any associated services. The lot structure for this category is as follows: Lot 1: Medical Couriers Pathology Transport: will be for Specialist Transport Services for the movement of Infectious Substances, Diagnostic Specimens and Other Biological Substances across the UK. There may be a requirement by Participating Authorities to facilitate the movement of the substances to premises outside of the UK. The Admitted Tenderers awarded to this Lot will be able to provide ad hoc and scheduled collections from the Authority premises to an agreed location, including Authority premises and Third-Party locations, such as a referral testing location. The items to be transported may include, but not limited to: • Division 6.2 Infectious Substances (Category A and B) (not inclusive of Clinical Waste) • Division 6.1 Toxic Substances (Biological and Medical Cultures, Samples and Specimens) • Infectious Substances for carriage under UN 2814, UN 2900 and UN3373 Pharmacy Transport: will be for the provision of Pharmaceutical and Controlled Drugs Specialist Transport Services for the movement of pharmaceutical products across the UK. There may be a Participating Authority requirement for movement of items outside of the UK. The items to be transported in accordance with Good Distribution Practice (GDP) Standards may include, but not limited to: • Pharmaceuticals • Controlled Drugs (including drugs precursors) • Medical equipment Lot 2: Non-Clinical Courier Services and associated services Same day or next day service delivering regular and planned or ad-hoc and unplanned logistic requirements. Items to be transported include all non-clinical items which do not require environmental monitoring in transport. Examples of items to be transported could include files/medical notes and general supplies. Requirements may be regular consignment and transfer of mail and files between community, mental health and social care providers. Lot 3: Bus & Community Transport Services and associated services This Lot will include bus and community transport services, for the provision of a service operating vehicle(s) with nine or more seated passenger capacity under a PSV licence or Community Organisations operating under a Section 19 or Section 22 permit. The Participating Authority of this DPS may include NHS Trusts, Hospitals, Community Hospitals and any other authorised healthcare facility, this also may include other non-healthcare public sector organisation which may have a transport requirement.

The Provision of Coach & Driver Hire Services

On behalf of the contracting authority, Mayor's Office for Policing and Crime (MOPAC) the Metropolitan Police Service (MPS) is seeking through this tender opportunity to invite potential Suppliers to tender for The Provision of Coach & Driver Hire Services. The weighting applied to the procurement is as follows (excluding Pass/Fail criteria): 45% ITT Technical questions, 10% Social Value and Sustainability and 45% Pricing. A total of 100% weighting. All Tenderer's will be ranked using combined scores across all evaluated sections (not just price). Bids will be evaluated against MEAT. The MPS/Authority have advertised an estimated contract value of £16,686,000. The MPS shall be awarding a contract for an initial period of 24 months with the option to extend the contract by a further 12 months and an additional 12 months. Total contract term with extensions included, 48 months. It is strongly advisable to fully review the MPS Statement of Requirements (SoR) for this tender opportunity before attempting to complete any tender response documents.
