Description

AeroSpace Cornwall is a programme which promotes research, development and innovation (RD&I), funded by the European Regional Development Fund (ERDF) and Cornwall Council.
The programme runs from December 2019 to December 2022 and will support at least sixty businesses through grants and specialist business support whilst leveraging £1,375,639 of match funding from the private sector. It aims to;

-	Increase the performance and competitiveness of local enterprises, create highly skilled jobs and launch new products into the marketplace
-	Develop the 'innovation ecosystem' for the space and aerospace clusters by incentivising local businesses to collaborate with other businesses and research institutions to accelerate their innovation.
-	Increase the value and capability of the local space and aerospace clusters and secure ongoing investment in them.

AeroSpace Cornwall also supports inward investors to collaborate with businesses across Cornwall and the Isles of Scilly, through soft landing packages and investment incentives. AeroSpace Cornwall works closely with other programmes (Cornwall Trade & Investment and Spaceport Cornwall) to ensure businesses experience a 'joined up' approach to support and funding and to ensure the overall messaging about Cornwall and the Isles of Scilly is aligned. AeroSpace Cornwall works with manufacturing and engineering businesses who are, or aspire to be, part of the space / aerospace supply chains and digital businesses such as those developing software applications in the satellite communications, earth observation, navigation and meteorology areas.

The AeroSpace Cornwall team wish to commission a contractor / individual to:
-	Foster relationships between industry and academia to support enterprises in the Cornwall and Isles of Scilly region to cooperate with research institutions on collaborative research and development projects.
-	Support the Business Development manager in creating a pipeline of demand for RD&I support, and signpost to those who can offer support outside of the programme.
-	Represent the MILO Space Institute, as the UK's Ambassador, to create a catalogue of space science priorities and key participants in the region's space science ecosystem. Manage this list of entities to ensure relevance to MILO's vision and mission.
-	To secure inward investment from non-SME's working closely with Cornwall Council, the Local Enterprise Partnership and Enterprise Zone leads to facilitate appropriate infrastructure and funding and access to expertise.

Specialist Professional and Technical Service 3 (SPaTS3) Framework

National Highways is the government company responsible for maintaining and operating the major road network in England. An opportunity has been published to potential suppliers and the scope of works that could be delivered through the SPaTS3 Framework is shown below. It is expected that the successful suppliers will utilise a diverse supply chain to provide specialist support in the required areas. Work under the framework may be awarded following mini-competition, following a single response to a request for expressions of interest or through a direct award to a single supplier. The main site of performance of the activities is England. However, successful suppliers may be requested to work outside of England in support of the organisations enabled to use this framework, as noted in the additional information. Further details of the requirements of the topic areas and the processes to award work are included in the tender documents. Additional information: A six-year duration is necessary due to the extensive mobilisation period and investment costs required by suppliers to meet all obligations and deliver projects effectively, making a four-year duration insufficient.
