Description

YPO are looking for Providers to be appointed onto a Framework Agreement for the provision of Software Application Solutions, inclusive of products and services which will enhance/supplement/support the delivery and/or functionality of the solution.
This may include commercial off the shelf software (COTS), open-source software, software licenses or niche and bespoke software specific to the organisation. Solutions may be cloud hosted, on premise, or via hybrid and are to incorporate technologies that are currently available and those which evolve through the lifetime of the Framework.

Finance System

The contracting authority intends to procure and implement a modern, integrated Finance, ordering and contract management system to replace its current legacy finance solution. This procurement forms a core component of the organisation’s digital transformation strategy, with the goal of enhancing usability, financial control, transparency, compliance, and operational efficiency across all departments. The solution should be cloud-based (SaaS preferred), scalable, and support multi-site or multi-entity financial structures. It must comply with UK public sector financial, regulatory, and data protection standards, including DSPT Toolkit, Cyber Security, IFRS, UK GDPR and Data must be held in the EU. The authority is seeking suppliers who can offer end-to-end delivery including: • Software licencing or subscription, • Implementation services (including data migration, integration, testing, and training), • Post-implementation support and system upgrades. The anticipated contract duration is expected to be 5yr plus 5yr with implementation expected to be completed by April 2026. A formal procurement process is anticipated to commence in the autumn of 2025. The NHS Business Services Authority (NHSBSA) is an Arm’s Length Body of the Department of Health and Social Care, responsible for providing platforms and delivering services that support the priorities of the NHS, Government and local health economies. Over £100 billion of NHS spend flows through the NHSBSA’s systems annually. The NHSBSA require an address lookup service to support the NHS Jobs Service. The requirements cover the provision of an address service to support the NHS Jobs service. We are procuring a comprehensive address data management service that will integrate with the existing NHS Jobs platform. The supplier will provide, maintain, and validate a high-quality, reliable address dataset to ensure accurate, efficient, and inclusive address lookup and job location search functionalities

WYPF Investment Order Management System

WYPF is moving forward to achieve the HMG requirement to work with other LGPS entities to form a larger pension pool entity that will seek FCA authorisation for its ongoing regulatory oversight. To achieve this, we have identified a number of key changes that are required and one of the these will be addressed by the procurement of an Investment Order Management System. The system we will procure must be able to provide full trade management support, be able to communicate with our existing service providers and have global as well as UK trade support capabilities. To ensure the system is appropriate we will need the chosen system to have a proven historic and ongoing usage providing trade support to at least three FCA regulated Asset Management companies with assets under management exceeding £10Billion.
