Description

The Police, Fire and Crime for Staffordshire (the "Authority") is seeking service provider(s) with expertise in the provision of domestic abuse services. The domestic abuse services are procured by the Police, Fire and Crime for Staffordshire on behalf of the Police, Fire and Crime for Staffordshire, Staffordshire County Council and Stoke-on-Trent City Council (together the "Commissioners"). The service will encompass support for victims and perpetrators of domestic abuse, with the objective of providing support to individuals (adults and children) affected by domestic abuse across Staffordshire and Stoke-on-Trent, with the aim of reducing occurrences of domestic abuse in these areas. The domestic abuse services have been divided into the Lots as set out in this paragraph. Tenderers may submit a Tender for one or both of the Lots (i.e. Lot A or Lot B or Lot A and Lot B) in accordance with this ITT, and there are no restrictions on the number of Lots to which a successful Tenderer can be appointed:

Lot A - Victim Services (including adults and children); and
Lot B - Perpetrator Services (including adults and children)

The aim of this procurement is to commission an effective, consistent, coherent and coordinated domestic abuse service for victims and perpetrators of domestic abuse. The domestic abuse service model comprises the following elements, which are further defined in the Specification of the Invitation to Tender:

Prevention (Tier 1)
Early Intervention (Tier 2)
Targeted Support (Tier 3 and Tier 4)

The Services are procured in accordance with the Public Contract Regulations 2015, and specifically the light-touch regime (LTR) applies to the procurement of these Services and the Commissioners have designed the procurement process accordingly as set out in the Invitation to Tender.

KCC is seeking a suitable organisation to propose and deliver a programme of non-clinical Level 1 Universal Parent Infant Relationship Interventions, to test and pilot new ideas. Level 1 Parent Infant Relationship Intervention will comprise of the following elements. •Creative group sessions – Interactive for parents/families with their baby/Infant •Facilitated group discussion – to include peer and mutual support •One to One support and feedback to parents. Finding a range of ways for parents to have two-way communication with their baby to help with their relationship and to help baby/infant development. This universal intervention aims to help prevent impaired bonding with a baby, promote positive parent and infant mental health and wellbeing and facilitate a stronger parent and infant bonding experience. The pilot is aimed at families that have a baby/infant up to the age of two. As part of this KCC would like to see creative group sessions that offer early support for those families with a newborn/infant up to 6 months. Families are defined as mums, dads, new parents, co parents, partners and carers which include family members who play a vital role in supporting parent infant relationships and the family's mental health. Construction Plan 1. Scope of Works. The works will include: • Site preparation and demolition of existing fence. • Earthworks, grading and sub-base preparation. • Installation of drainage systems. • Construction of reinforced concrete skatepark elements (bowls, ramps, platforms, coping). • Installation of street-style features (rails, ledges, stairs). • Perimeter works including pathways and landscaping. • Site clean-up, quality checks, and handover. 2. Methodology 2.1 Mobilisation • Establish site compound, temporary fencing and signage. • Set out works in accordance with approved design drawings. • Conduct pre-start meetings with subcontractors and suppliers. 2.2 Site Preparation • Clear vegetation, debris and unsuitable materials. • Carry out excavation to design levels. • Import and compact subgrade fill where required. 2.3 Drainage & Utilities • Install sub-surface drainage to prevent water pooling. • Connect to existing stormwater infrastructure. • Install conduits for future lighting and services. 2.4 Concrete Works • Coping and edging hot dipped galvanised. Cut ends to be treated with corrosion resistant paint system • Formwork, steel reinforcement and shotcrete application for bowls and ramps. • Machine finishing followed by hand-trowelling for smooth riding surfaces. • Expansion joints, coping stones and steel edges installed. 2.5 Ancillary Works • Install prefabricated hot dipped galvanised rails, ledges and modular features. • Construct pathways, seating areas and viewing zones. • Landscape the surrounding area. 3. Health, Safety & Environmental Management • Works to be carried out in accordance with [local construction safety legislation]. • Dust suppression and noise control measures. • Daily toolbox talks and risk assessments. • Waste management and recycling plan. • Public safety maintained through secure site fencing and restricted access. • Working hours 0800 to 1700. • All operatives working on site should have relevant CSCS cards.
