Description

TThis procurement is being conducted under the Open Procedure pursuant to regulation 27 of the Public Contracts Regulations as amended ("PCR 2015").
The procurement process is being managed by Transport for London (TfL) on behalf of the Greater London Authority (GLA), the "Contracting Authority".
The Contracting Authority wishes to appoint a Service Provider for Breathe London low cost air quality sensor network - for the provision of air quality management services - Reference GLA 81624 as described in the procurement documents which are available for unrestricted and full direct access, free of charge, at the TfL's eTendering portal 'ProContract from ProActis'.

For the purpose of this procurement "Service Provider" refers to the potential suppliers bidding for the contract, i.e. the legal entity responsible for the Tender Submission. The term "potential supplier" is intended to cover any economic operator as defined by the Public Contracts Regulations 2015 (referred to as the "regulations") and could be a registered company; the lead contact for a group of economic operators; charitable organisation; Voluntary Community and Social Enterprise (VCSE); Special Purpose Vehicle (SPV); or other form of entity. 
Interested potential suppliers are advised to register their interest in this opportunity via the TfL's eTendering portal as soon as possible and read the copy of the Contract Notice information published on the European Union (OJEU) website "Contract notice - 30-07-2020 15_45".
A full tender submission comprising a completed Standard Selection Questionnaire (SSQ) and a Tender Proposal must be submitted by the specified deadline. Late submissions will not be accepted.

Description of renewals:
The initial contract term will be thirty-six months, however the Contracting Authority reserves the right, exercisable at its sole discretion to extend the contract, for a period or periods, up to a total of twelve months. Any extension(s) will be at the Contracting Authority's sole discretion and subject to availability of funds and the Service Provider performance. The Contract, including any extension(s) will not exceed forty-eight months.

Transportation and Infrastructure Professional Services Framework

Birmingham City Council is seeking to appoint organisations for the provision of technical professional services via the Transportation and Infrastructure Professional Services Framework Agreement. The Framework Contract requires consultants who will bring their national , international experience and innovative solutions to deliver added value to our customers and the general public. The framework will be a multi-supplier multi-disciplinary framework and will cover all services required to design and deliver highways and infrastructure projects for the Council. The Council does not intend to procure specialist sub-lots on this framework. It is intended to access specialist services via the 4 Suppliers and their supply chains. Under PA23 it states that Subcontracting to SMEs: A condition of participation could require a large supplier to subcontract a certain percentage of the contract to SMEs. This can be a way to promote SME involvement in public sector contracts. The Council intend to incorporate a minimum requirement of 20% of all services to be subcontracted to SMEs as a condition of participation via awarded suppliers. NEC4 terms and conditions will be used for this framework. Suppliers will need to ensure they are on the Central Digital Platform. Of the £400m framework spend (excl VAT), £240m of this is for Birmingham City Council.

PQ3405 - Air Quality Sensors – Transportation Construction Projects

Birmingham City Council (the Council) is seeking to appoint an organisation for the provision of Air Quality Sensors -Transportation Construction Projects. The contract for the goods will commence on or around 1ST December 2025 and will be in place for a period of 5 years. The Council wishes to lease real-time MCERTS accredited indicative Air Quality Sensors to measure air quality before, during and after construction associated with transportation projects. This will allow the Council to better respond to the developing focus on fine particulate matter (PM2.5) and to ensure emissions are being kept to a minimum from construction associated with transportation projects. The Council wishes to lease 12 real-time MCERTS accredited indicative air quality sensors capable of monitoring for Nitrogen Dioxide and Particulate Matter. The indicative locations for the sensors are provided on the map at Appendix 4 and coordinates provided below. Sensors will be leased over a five-year period. The sensors will not remain the property of Birmingham City Council following completion of the project. Please refer to the quotation document for detail specification.
