Description

The West Mercia Police & Crime Commissioner and The Warwickshire Police & Crime Commissioner (the Authority) invites you to tender for the provision of Property/Archive system implementation. The solution needs to be tried and tested in the policing environment or equivalent to minimise any risk of operational impact.

The Contract will be with a single supplier to commence on date of Purchase Order and shall run for a period of 3 years with an option to extend for a further 2 x 12 months at the Authority's discretion following a review of the service.  This extension period shall be subject to:
•	The organisational requirements of the Authority.
•	The Contractor maintaining levels of performance which are acceptable to the Authority throughout the preceding contract period.
•	The Contractor offering levels of pricing and value which are acceptable to the Authority for the extension period.

For the PMS aspect of the tender, it is required that the successful contractor will (as part of the implementation services) complete a comprehensive data analysis to allow for the identification of West Mercia and Warwickshire data within the current PMS platform for migration to two standalone (separate) platforms and contracts for each Authority. 

The ARMS platform will continue to be utilised on a "joint" use basis and therefore there is no requirement for the data to be split but still requires the current data to be migrated to the new platform.  West Mercia will be the main contracting party with Warwickshire requiring continued access, due to Warwickshire utilising the Central Property Store with no current plans to replicate this elsewhere.

The Authority expressly reserves the right to make changes to the tendering  timetable and accepts no liability should this happen. Interested bidders will be notified of any changes as required

GWR - Intelligent Management System (IMS)

This procurement process is being advertised and run by First Greater Western limited on its own behalf and on behalf of the successor operator of the rail passenger transport services in respect of Great Western Railway (GWR). That successor operator will be a public sector company, is expected to be a wholly owned subsidiary of DfT OLR Holdings Limited and will be ultimately owned by the Secretary of State for Transport. The date for transfer of the current operations to the successor operator is not yet confirmed. Where the transfer is completed before contract award under this procurement process, the successor operator may elect (but will not be obliged) to carry on with this procurement process in place of GWR, by taking on the role of contracting entity from the date of completion of the transfer (with this notice and all other procurement documents to be interpreted accordingly). Where the transfer is not yet completed by the time of contract award, contractual rights may be included in the contractual arrangements to enable transfer to the successor operator. Bidders should note that this procurement process (if ongoing), or any awarded contract, may be included in a transfer scheme made by the Secretary of State under section 12 of the Railways Act 2005, or the transfer may be effected outside of, or separate from, such a scheme. If transfer takes place before the contract award the successor operator shall assume all the rights of the Client set out in this document. All references to the Client shall be deemed to refer to the successor operator for the purposes of this procurement and the successor operator shall be entitled to continue or terminate this procurement as if it was involved GWR require the provision of an Open Protocol Intelligent Management System, for use across GWR's property and Environmental directorates, This proposed solution will facilitate GWR in interfacing with, managing, and monitoring our station property portfolio across various asset types. The primary goal of the IMS is to optimise asset performance within respective environments. GWR require the existing IMS infrastructure including asset devices to remain in situ and utilised as part of any proposal.
