Description

The Authority has procured a fully outsourced service for the build, delivery and operation of administration services for the defined contribution pension scheme known as the National Employment Savings Trust. The administration services will support auto-enrolment and be delivered primarily via digital channels.

The contract will be for a minimum term of 10 years, with an optional extension period of up to 5 years, and the option of an additional period of up to 3 years for exit. The total contract value is indicative and covers this potential 18 year period.

As a financial services organisation with public body status, the Authority adheres to public procurement regulations. Therefore, the Authority conducted this procurement in accordance with the rules laid out in the Public Contracts Regulations 2015.

The Authority developed a set of Critical Success Factors (CSFs) which are aligned with its strategic objectives. The CSFs underpinned the procurement programme and will help the Authority to achieve its future vision and are as follows:
- managing our risks: the continued success of Nest must have trust at its core. Our customers need to trust that we can effectively look after their data and assets. It is vital that we can manage a smooth transition into our new scheme administration service and that once we are live, that service is robust and secure,
- enabling a commercially sustainable Nest: we are ultimately funded by our members. Our new service must be delivered in a commercially efficient way that seeks to align our commercial interests, supports the long-term financial forecasts for the scheme and enables opportunities to maintain and grow sustainable revenue streams,
- securing value for money: we need to scope our services to fit the needs of our customers and deliver value for money over the life of the services including exit. We must run a competitive and legally compliant procurement,
- improving customer outcomes: our vision is to help millions enjoy a better retirement. Our new scheme administration services must focus on how advances in technology and deep data analytics ensure a joined up approach to continuous improvement and excellence in customer service. This is so that we can help all of our customers to make the right choices and drive better outcomes,
- delivering services consistent with our values and capabilities: Nest is underpinned by the values of transparency, ease, empowerment and respect. We want our future services to develop in alignment with these and work with a partner that understands "what makes Nest, Nest" and can provide expertise that complements the capabilities that already sit within our organisation.

Payment Exception Service - Planned Procurement Notice

This is a new Planned Procurement Notice to supersede the previous UK2 Notice. Please refer to previous Notices if necessary. Link - https://www.find-tender.service.gov.uk/Notice/034109-2025 DWP is procuring a Supplier to create and operate a system (the "Payment Exception Service") which will allow benefit and pensions recipients (which DWP refers to as “Customers”) without bank accounts to receive payment of entitlement through an alternate method of payment. The service is required to fulfil the Secretary of State obligation to pay benefit and pensions payments on time, on the due date, to the correct customer. Customers will need to be able to access their payments in cash at a wide range of geographical locations. Suppliers will need to ensure comprehensive coverage, which DWP will further define in the Tender Notice. The geographical scope of the Payment Exception Service will be for Great Britain and Northern Ireland. Benefit payments are usually paid weekly, monthly or 4 weekly. This will be a “Payment Service” as defined by the Payment Services Regulations 2017. DWP considers that a simple and robust delivery model is the best way to ensure that particularly vulnerable customers can access their payments. To meet the Governments mission-led focus, DWP’s ambition is to ensure that only customers who genuinely need the service are relying on PES over the coming years. Customers who are able to should be paid by alternative means, to help support them to become financially included. Consequently, it is intended that DWP will include within the specification business requirements which will have as their aim the lowering of the number of people depending on the PES. DWP estimate the date for suppliers to submit Tenders in this Competitive Flexible Procurement will be early to mid-September 2025 (Tender Submission Date.) It is not envisaged that there will be a separate “Request to Participate” stage. Conditions of Participation will be set out in the Tender Notice and bids will be assessed based on legal, financial capacity and technical ability. DWP strongly advise that potential suppliers review the Conditions of Participation and the fundamental requirements carefully before compiling a full bid as failure to meet these requirements may result in your bid being excluded. Tender Documents may be obtained via DWP e-procurement system. Further details will be provided at Tender stage. DWP will not be conducting any further Market Engagement in respect of this procurement, as DWP has recently conducted Market Engagement in respect of the services to be included in this procurement. This was completed in the previous procurement as detailed above. Insurance Services

Orbit is seeking to source a suitable single provider/broker to cover and manage Orbit's Insurance requirements. The provider should be able to cover at a minimum the insurance services marked with a * below and ideally, all lines of insurance. However, where this is not possible, options will be reviewed. Tender submissions will be sought from service providers for Insurance Policies for Orbit to commence on 1st April 2026. Orbit requires the contract to be provided on a 3 + 2 + 2 year long term agreement with provision of a claim's performance bonus or risk management fund for Orbit. The policy will then renew annually from 1st April every subsequent year of cover. All full premiums are required to be quoted on an annual basis, confirm where rates are guaranteed and for how long, be net of commission and all discounts, IPT and VAT where applicable must be shown separately but also included. Any brokerage fees should be noted separately but also included. Any commissions or brokerage fees should be made explicitly clear and subject to prior agreement of Orbit.
