Invitation To Tender (C0120a): London Leadership Programme - Development, Management and Facilitation

London Councils represents London's 32 borough councils and the City of London. London Councils makes the case to government, the Mayor and others to get the best deal for Londoners and to ensure that member authorities have the resources, freedoms and powers to do the best possible job for their residents and local businesses.

The London Leadership Programme (LLP) is a focused development programme to help develop professional leaders in, and across, London. The LLP has been running since the autumn of 2017. On behalf of the LLP Board London Councils is now seeking to procure the development and delivery of two further cohorts of the LLP cohorts in the period up to 2023 (one cohort in 2021/22 and another cohort in 2022/23). In addition, the Board is seeking a bespoke development package for Black, Asian and Ethnic Minority participants and the continued development of an alumni network. Bidders should have a track record of high-quality programme facilitation as well as experience of working in and with local government and the issues it, the wider public sector and global cities face.

The contract for this commission will be with London Councils on behalf of the LLP Board.

Additional information: The given contract value of £120K is the lower end of the price range we are expecting for this contract. Bids may be submitted at higher or lower costs than this value but should be clearly costed as per the tender instructions.

A preliminary market engagement was held in October 2025 to share the draft specifications, proposed procurement approach, draft contract, and timetable, and to invite feedback from potential bidders. The Department of Health and Social Care is seeking to commission an external partner to deliver the Provision of Lot 1 Individual Placement and Support (IPS) technical and implementation support, fidelity reviews, and Lot 2 Individual Placement and Support (IPS) Accredited training . This is in line with the commitment set out in the 2021 UK Drug Strategy and will bring IPS in community drug and alcohol treatment in line with IPS in secondary mental health services. Expanding access to IPS for drug and alcohol dependence is also a commitment of the 10 year plan for the NHS. Key objectives: Objectives are: • Supporting recently mobilised sites to work up to high effectiveness. • Supporting all sites to exceed OHID performance benchmarks and for at least 15 of sites to meet the standards of the IPS Grow Quality Mark. • All sites that have been identified for IPS fidelity reviews to attain ‘good fidelity’ (100 points or over) by the end of the contract.

Birmingham City Council (the Council) is seeking to appoint an organisation for the provision of Digital Skills Training for SMEs and Micro Businesses in Birmingham. Birmingham City Council (BCC), through the UK Shared Prosperity Fund (UKSPF), is committed to equipping local organisations with the skills, knowledge, and expertise needed to thrive in today’s digital economy. BCC is inviting proposals from experienced digital training providers and suitably qualified and experienced individuals and organisations to deliver bite-sized, practical digital skills training and Digital Support Vouchers to SMEs and Micro Businesses. The programme aims to strengthen the digital capabilities of local organisations, enabling them to adopt and apply tools that support growth, efficiency, and resilience. The contract(s) being procured have been split into Lots, as follows.
