Description

Create a co-funding partnership model to expand and enhance the initiative. As part of this phase, the objectives for this work are:
•	To develop a robust, accessible, informed business case to HM Treasury 5 Case Model standards that will demonstrate to partners the strategic and economic arguments for joining the Service and contributing funding.
•	Identify and map out as part of the business case the critical path, and key relationship and service overlap where partners (particularly health and local authority) may look to integrate with the Public Safety Service.
•	Demonstrate through modelling within the business case the benefits of the Public Safety Service model to the public in terms of effectiveness, efficiency and economy of partners (particularly health (including ambulance) and local authority (mainly children's and social services), but also police and fire), including an indication of potential reduction of harm over time.
•	Provide clear mapping of the governance, management and financial arrangements for the service that will provide partners with clear expectations and confidence in the setup of the service.

Energy Efficiency Dynamic Purchasing System (EEDPS)

Energy Efficiency Dynamic Purchasing System (EEDPS) Plymouth City Council (PCC), as the lead Contracting Authority, in collaboration with Independence Brokerage Services CIC (trading as Independence CIC (INCIC)), is establishing a Dynamic Purchasing System (DPS) for use by public sector bodies.
