PROVISION OF AGENCY STAFF (Infirmary) TO THE ROYAL HOSPITAL CHELSEA 
STATEMENT OF REQUIREMENT

The role of the Royal Hospital Chelsea (RHC) is to provide a fitting home and community for its In-Pensioners (IPs), to whom the nation owes a debt of gratitude. 
To ensure safe and effective care for the Margaret Thatcher Infirmary residents, the Royal Hospital Chelsea will occasionally require qualified Nurses and Care assistants to maintain the required staffing levels on each shift. 

Care Staff will be allocated in line with the terms and conditions set out by the Royal Hospital. The appointed agency must provide the RHC with a completed proforma including a recent photograph of agency staff available and ensuring all training / certifications remain in date. At no times will the Royal Hospital accept agency staff that do not meet these criteria.

It is preferred that carers and registered nurses provided are maintained as much as possible for continuity with the residents. The Contractor is only to supply agency staff as and when ordered by the contract administrator.

The Royal Hospital Chelsea will require an estimated 3500 hours a year of agency care with the main bulk of this being carers.  In extremis RNA cover should not exceed more than 500 hours, and regular reporting should take place with the contract administrator to discuss the performance of the agreement. RNA cover will remain on an ad-hoc basis and the Royal hospital Chelsea will retain flexibility to source this cover from outside the agreement if required. 

Minimum requirements detailed below.

Registered Nurse

Estimated annual requirement - 500 hours

Current valid NMC Registration - PIN must be provided.

Experience with elderly patients or dementia

Evidence of in date mandated training that includes - Safeguarding adults, Moving and Handling, Health and Safety, Infection Control, Equality and Diversity, Fire safety, First Aid / BLS, Food Hygiene.

If a right to work permit is required, then ID number must be provided with expiry date

DBS

English language requirements as set by the Nursing Midwifery Council.
 
Care Assistant

Estimated Annual Requirement - 3000 hours

Experience with elderly patients or dementia

DBS 

Must be able to communicate in English verbally and written.

Provision of Supply Agency Services

The proposed contract will be for the provision of supply agency services for all schools belonging to the Trust. The Trust is looking to appoint the three highest scoring Providers who will become part of the Trust’s preferred Provider List. This will enable each school to select any Provider from the list in order to book suitable cover for the role(s) required. The Trust will not guarantee any level of supply for each individual Provider on the list and the schools will have the freedom to select whichever Provider they choose to use from this preferred Providers list. It is the Trust’s expectation that the Provider shall be responsible for the operation of the supply agency function including: a. Availability of agency workers that have the required levels of competence and experience to cover the booking requests. b. Best Value for money. c. Comprehensive management information and reporting. d. High levels of school satisfaction. e. Consistently high-performance levels which meet or exceed KPI requirements. f. Consolidated invoicing weekly/ monthly as required. g. Expert advice on any legislative requirements related to Agency Workers. The contract start date will be the 1st September 2025 and is to be for a period of three (3) years with the possible extension of two (2) further years, in 12-month intervals (3 +1+1).
