Description

Lewes District Council (acting as the Lead Authority) and Eastbourne Borough Council each have significant housing development programmes that they would like to deliver, primarily for affordable housing. Some of these projects will be delivered through the standard appointment of traditional construction companies; however, the Councils have identified the significant time and quality benefits of delivering homes through off-site manufactured construction, and further time and cost benefits through appointing a single contractor to deliver a larger pipeline of its medium and small sites. 
      
      The Councils would therefore like to appoint a single contractor to a Framework Agreement to be the main modular delivery partner  to deliver a significant number of residential sites. The majority of sites would be already in the Councils' ownership, but some may be purchased during the programme period.

1.1.1 The University of Salford (UoS) is a leading public institution located in Greater Manchester, UK, with a strong reputation for combining academic excellence and industry engagement. Established in 1967, it serves over 20,000 students across undergraduate, postgraduate, and research programs. Salford is recognised for its close ties to industry, particularly in media, health, engineering, and digital sectors, supported by its strategic location adjacent to MediaCityUK. 1.1.2 The University operates two unique research facilities: Energy House 1 and Energy House 2.0. Both facilities contain environmental climate chambers that house test buildings. Energy House 1, located in the Cockcroft building, features a Victorian End Terrace House and was the first of its kind when constructed. The chamber enables the simulation of a wide range of European weather conditions, allowing for the testing of construction products and heating systems under controlled conditions environments. The environmental chamber has a dedicated heating and ventilation and air conditioning (HVAC) system. 1.1.3 After more than 10 year in operation, Energy House 1 is experiencing maintenance and performance issues with its existing HVAC system. Over time, both testing methods and the technologies under evaluation have evolved. For example, the introduction of Air Source Heat Pumps (ASHPs) has created new requirements for humidity control. The majority of work performed at Energy House 1 involves replicating outside temperature experienced during the UK heating season (-5 °C to +15 °C). Clients also express interest in performing research in extreme winter and summer conditions (-10 °C to +40 °C).
