Description

The CLLD programme is jointly funded by the European Social Fund (ESF) and the European Regional Development Fund (ERDF) as part of the Growth Programme 2014-2020.
About the CLLD Programme
The Cornwall and Isles of Scilly Local Enterprise Partnership identified Community Led Local Development as a way of delivering funding to the most deprived areas of Cornwall as part of the wider 'European Union Growth Programme'. Cornwall Development Company (CDC) manages the programme on behalf of the four Local Action Groups (LAGs). The programme runs until December 2022, with all delivery due to take place by September 2022.
CDC was successful in its bid to the Department of Communities and Local Government (DCLG) and the Department of Work and Pensions (DWP) to operate the Community Led Local Development (CLLD) programme in Cornwall. CLLD is a new way of delivering local development and is part funded by the European Structural Funds - European Regional Development Fund (ERDF) and European Social Fund (ESF). The two funds form part of the European Structural and Investment Fund (ESIF) Programme for the period 2014-2020.
The fund is a delegated grant scheme with a value of £11.56m ESF and ERDF to support the delivery of the CLLD in Cornwall up until September 2022. The intention is to leverage an additional £1.9m private sector match and £1.7m public sector match.
The CLLD programme is based on four guiding principles:
• Being 'bottom-up' and targeted at local areas of greatest need
• Being about finding novel ways of addressing local challenges and opportunities
• Being guided by Local Development Strategies and led by Local Action Groups (LAGs)
• Bringing together different types of activity in different sectors in a coordinated way.

CDC is seeking to commission project facilitation and management services to identify, support and develop eligible projects using ERDF Capital funding to meet the Local Action Group Strategies. Working alongside the existing team of project facilitators, we are seeking additional support with experience of enabling local organisations to access ERDF Capital funds. The supplier will manage a portfolio of specific projects, and will be expected to interact with the wider CLLD team, the Programme Manager (who will act as contract manager for this contract) and the Local Action Groups as required.

The Neutral Vendor Managed Service Contractor will provide an end-to-end managed service for the provision of technical and professional services from a wide range of categories. Cardiff Council currently manage the collaborative SEWTAPS Framework, which covers a range of construction consultancy disciplines. Lot 11 of this framework has been successfully used for a Neutral Vendor solution to deliver Professional Services that go beyond the core construction consultancy services. Following the successes of this lot, the requirements are being separated and a new framework will be established. The Neutral Vendor requires specialist knowledge and expertise to provide Contracting Authorities a streamlined route to market, making it more efficient and achieve best value for money. This framework will not include recruitment or agency staff. Key to the success of the framework is the option of a flexible approach for Contracting Authorities, encouraging early consultant involvement, focusing on developing client / contractor relationships that improve value for money through a reduction in: time to market and duplication of processes, development of common standards and the sharing of best practice that seeks to drive innovation. The Neutral Vendor lot under the SEWTAPS Framework is used extensively by over 30 different organisations in the public sector throughout the UK, including Local Councils, Universities and Central Government Authorities. The framework will be available to a wide range of potential customers. For further details please see schedule 1 ‘potential customers’ of the Framework Agreement. The Contractor will need to demonstrate capability and capacity to meet these requirements. Please refer to the full procurement documents for further information.
