The overall scope of the project is to:

• Identify, collect and review the available evidence base regarding all trigger thresholds used throughout ADB and provide evidence and knowledge of international examples of regulatory approaches and guidance;

• Review the current trigger thresholds, including the purpose group classification system, in ADB including further/alternative provisions to enable The Authority to make informed future policy proposals;

• Collect and develop evidence and an assessment methodology to support review of the height threshold for relevant buildings as defined in Regulation 7(4) of the Building (Amendment) Regulations 2018.

The Department of Education is responsible, under statute, for the provision of education for the children and young people of Northern Ireland and to promote the education system of Northern Ireland needs. The Department commissions evidence-based research including a number of international large-scale assessments of education systems. One such assessment is the Trends in International Mathematics and Science Study (TIMSS). TIMSS is a world-wide comparative study of the attainment in mathematics and science of pupils aged 9/10 years; primary year six in Northern Ireland. TIMSS is managed internationally by the International Association for the Evaluation of Educational Achievement (IEA). To deliver the study in participating countries the IEA, under the conditions of their agreement, require each country to employ the services of a National Study Centre (NSC), this centre is to be led by a National Research Coordinator (NRC). The NSC will be responsible for the delivery of the TIMSS 2027 nationally. The Department therefore wishes to appoint a contractor for the provision of a NSC as well as a NRC to deliver TIMSS 2027 in Northern Ireland. The new contract will commence for the Date of Award, which is anticipated to be in November/December 2025.

Overcoming Barriers to Town Centre Housing Conversion - UID 115 NP392

This project will deliver a national review supported by a local deep-dive case study aimed at unlocking town centre spaces for residential use in England. The study will consider conversions not only of upper floors above shops but also of town centre ground-floor retail and hospitality units (including pubs and small hotels). It combines lessons learned from recent experience with technical feasibility appraisal, financial modelling, stakeholder engagement and a place-based case study to produce actionable ideas for testing in a subsequent project. The eventual intention, of which this study is the first part, is to provide information and inspiration to national and local government policy-makers, investors, developers, landlords and community bodies. 4821/JN/25 - Mobile Clinic Unit Partner for Supporting Community Based Prostate Cancer Screening

The purpose of this procurement exercise is to secure a vehicle based mobile clinic unit partner to support the delivery of Work Package 2 (WP2) within the IMProVE study, with a focus on improving equitable access to prostate cancer screening. The IMProVE study's full title is "Prostate cancer screening using a risk adapted PSA/image-based approach: Pilot study for a Yorkshire wide comparison with Standard care". The study is funded by Yorkshire Cancer Research and is being run in collaboration with Queen Mary University of London (QMUL) and the University of Sheffield (study sponsor). WP2 pilots community-based prostate cancer screening in Leeds and Sheffield, combining targeted invitations and community outreach to recruit eligible men for PSA blood testing and optional saliva sampling via vehicle based mobile clinic units. Participants are randomised to either standard NHS care or an image-based pathway, with follow-up diagnostics and referrals managed within the NHS. It is anticipated that 45,000 men will be invited to take part in screening, with uptake estimated to be 4,500 men (10%). This is an open exercise.
