Fleet Town Council is seeking tender quotations for the supply of Festive Lighting in Fleet from November 2022 to January 2025.

Applications are to be made in a sealed envelope addressed to The Town Clerk, Fleet Town Council, The Harlington, 236 Fleet Road, Fleet GU51 4BY. The application deadline is noon on Friday 6th May 2022.

Q Can we give a quote for non wrapped tree decorations?

A Yes, but ideally can you give us a quote for both wrapped and non wrapped tree decorations



Q  Tender Process 1.10.1 The lighting infrastructure proposal -  to what does 'infrastructure' refer? 

A   Proposals for the lighting scheme and any infrastructure that goes with it i.e. fixings, wires etc.



Q  7 Timings - June 2022, in your comments section mention is made to HERS (Electrotechnical Certification Scheme). These are two different qualifications/schemes; please confirm what is required.

A  HERS certificates is what we usually submit to Hampshire Council




Q  Tender Specification 2.1 Note regarding BID and Appendix 4 Additional Item 2 - 1) Is the Town Council requesting this information on behalf of the BID? If the Tenderer's quote is accepted who will enter into the contract, the Town council or the BID?

A  Yes, we usually get the quotes for them but the BID would have a separate contract with the winning company if they wish to have the lighting that is




Q  2.5 Cross Street Motifs - Inspect, pull test anchor plates annually. Please confirm the frequency of anchor bolt testing required; please provide a copy of Hampshire CC requirements.

A  Annually - before every installation is what is stated online everywhere. Hampshire doesn't have any guidance but refers to this document PLG06 GUIDANCE ON INSTALLATION AND MAINTENANCE OF SEASONAL DECORATIONS AND LIGHTING COLUMN ATTACHMENTS | Institution of Lighting Professionals (theilp.org.uk) 




Q  Appendix 1 Experience and Appendix 5 References Form -the Tenderer is required to complete details of 3 contracts on Appendix 1 but details of 4 are requested on Appendix 5. How many are required on Appendix 5? Can these be the same as in Appendix 1?

A  Details of 3 for Appendix 5 is fine and they can be the same as in the appendix 1 form

TENDER BACKGROUND St Neots Town Council oversees the Christmas light display in the Market Square and High Street and is inviting tenders for the design, supply, installation, removal, storage, and annual maintenance and testing of high-quality Christmas lights. Detailed Tender The tender submission should clearly outline how the Tenderer will fulfil the Council's requirements. Three-Year Agreement The prices should reflect a three-year agreement. Any cost increases during this period that are not included in the formal tender will not be the Council's responsibility. Tenderers should account for any potential inflation when quoting for the three-year contract
