P-3102 Security Support Services – Translink Events

Translink has identified a requirement for a security provider to undertake crowd management and event security at transport hubs and halts to deal with people travelling to and from events, under the management of Translink. There will be a requirement to travel on trains and buses in support of Translink Staff where necessary. Appointed service providers must have the capacity to deliver the services at all geographical locations across the network. This includes an overall documented risk assessment and deployment of appropriate risk mitigations to include (but not limited to) staff and physical crowd control measures. These events include rail and bus passenger traffic to and from concerts, parades and sporting events amongst others. Patronage to and from such events ranges from 500 to 7000 additional passengers. Site Security – Southern Connector Road, Swindon (2024-25)

Site Security – Southern Connector Road, Swindon Swindon Borough Council invites expressions of interest from suitably qualified and experienced service providers for the provision of site security for the Southern Connector Road (SCR) to secure the site until the appropriate stage that the road is ready to open to the public. The site security will include the provision of on-site 24 hour site security (7 days a week, 365 days a year – pro-rata’d to the contract duration) for the SCR to prevent unauthorised access. The anticipated contract duration is 9 months (with optional extensions of +3 months +3 months). Project Description The Southern Connector Road was constructed throughout 2022 and 2023 with the objective to serve The New Eastern Villages (NEV), one of the largest greenfield developments in the country, which will consist of 8,000 homes, new schools, employment spaces and community and leisure facilities. Prior to its completion, the contracted company that built the Southern Connector Road went into Administration in September 2023. Due to the liquidation of the contractor, the Council have not been in the position to open the road whilst these works are unfinished on the site. As such, security measures have been put in place to ensure the site is not access via unauthorised personnel whilst these works are unfinished. Swindon Borough Council has been working towards the completion of the scheme in order to open the road fully (whilst also balancing this with the requirements of the legal Administration process). Therefore, this has taken some time to work through the legal process, whilst also identifying any outstanding works on site. As the project team move forward with an identified scope of works, this contract seeks to replace the existing provision with a fixed contract duration to address the security needs of the site until it is opened to the public.
