Purchase of Leica RTC360 3D Laser Scanner

Background

1.1.	As part of the conservation project of HMS Victory there will be a significant increase in the requirement to record the ship accurately in 3D. 
1.1.1.	The laser scanner will be used to capture the ship and its elements as they become exposed, throughout the conservation project.
1.1.2.	The resulting point cloud will be modelled, to augment our existing model, to record changes made, both externally and internally.
1.1.3.	The data is required to be accurate to millimetric precision to create a record of the conservation work to the ship, for future generations and also to be compatible with the existing 3D model.
1.1.4.	We completed our own research and also consulted with a professional survey company and we have decided that the Leica RTC360 3D laser scanner will be most suitable for our needs.
1.1.5.	We have had previous 3D laser scans completed using Leica instruments and software and want all of our files to be compatible with each other.
1.1.6.	We own Leica software and total stations, so we are familiar with the Leica interface. 

Objective

2.1.	After research and consulting industry professionals, it was agreed that a Leica RTC360 3D laser scanner is required, which will meet the requirement to be able to record the data for modelling changes to the ship, as well as positioning the resulting point cloud using GPS capability.  
2.2.	Outright purchase of the scanner is required, with the total price given in the tender cost breakdown.  Additional items may be required, if available.  These additional items are also to be priced separately within the tender cost breakdown:
•	A programme compatible with the laser scanner, such as Leica Cyclone REGISTER full version programme;
•	Warranties that cover damage / replacement;
•	Maintenance packages that cover calibration and servicing.

The National Oceanography Centre (NOC) is running this competition as an open procedure under section 20(2)(a) of the Procurement Act 2023. This means any interested and qualified supplier may submit a tender. The process is fully transparent and follows the requirements of the Act and associated Regulations. The OBS pool will be deployed worldwide, including depths of at least 6,000 m, across a broad temperature range. Instruments must support long‑duration deployments and operate reliably on varied seabed conditions, including slopes, for both passive and active seismic studies. The supplier will deliver complete and current manuals covering equipment details, assembly, deployment, recovery, data workflows and safety considerations, and will provide commissioning support to bring the pool into service. Warranties, servicing and updates As a minimum, the supplier will warrant electronic and datalogger components and sensors and mechanical elements for at least 12 months and include any manufacturer advised servicing or calibrations for the seismometer within the first five years of ownership. To protect the investment and maintain scientific integrity over time, the supplier will also provide future compatible firmware, software and data processing updates as part of the contract. Logistics and timetable All equipment including OBS units, deck communications system, consumables and documentation must be delivered no later than 31 March 2026 to enable pre cruise testing, training and mobilisation for the Spring 2026 expedition window. Pricing must cover delivery to NOC and all associated logistics necessary to place the equipment into our custody, ready for commissioning activities.

Wrexham Smart Towns Expansion – LoRaWAN/ IOT Sensors and Associated Hardware Framework

Wrexham County Borough Council wish to establish a Framework for LoRaWAN IOT sensors and other associated hardware for the expansion of the Wrexham Smart Towns initiative. The SMART Towns initiative was launched in 2022 and has proven highly successful. It is hosted within the Regeneration team at Wrexham County Borough Council (WCBC), links to the Council plan and is backed by the Welsh Government. WCBC is now seen as one of the leading authorities in the UK on implementing IOT (Internet of Things) sensors to obtain data to help the Council make better informed decisions. These sensors obtain data sets such as footfall, dwell time, air quality and traffic data etc. Progress has seen some key benefits to the local authority, including the ability to make efficiencies. The use of moisture sensors within the city centre has provided data that ensures the local authority embeds a smarter way of working, as it only has to water necessary plant beds. The authority is now looking to expand on the success of the pilots and explore more possible projects, such as flood monitoring (flood risk team), air quality (open spaces team), road temperature sensors to identify savings on gritting, sensors to highlight potential savings on energy, and the technology is to be introduced to parts of Social Care to ensure SMART is a way of life to ensure the safety of our residents Please see the Invitation to Tender (ITT) document, pricing list, appendices and other supporting documents for full details of the proposed work.
