NHS South East London Integrated Care Board (NHS SEL ICB, known as NHS South East London) is undertaking a procurement process to select service providers for seven (7) mental health supported living contracts; each based at a specific premises in the borough of Southwark.
The sites are:
- 212 Peckham Rye
- Dunton Road
- Glengarry Road
- Kirkwood Road
- Milestone 1 Wales Close
- St James' House
- Landcroft Road
One in four people in the UK will suffer a mental health problem in the course of a year. Mental illness covers a wide range of conditions such as depression, anxiety disorders and obsessive-compulsive disorders, through to more severe conditions like schizophrenia.
Common mental disorders (CMD) include conditions such as depression and anxiety. Results from the 2014 Adult Psychiatric Morbidity Survey (APMS) show that 1 in 6 adults had a common mental disorder (CMD) in the week prior to the survey, rising to almost in 1 in 5 adults in London.
Mental ill-health represents a significant burden on our local population and the health and care system. It is estimated that almost 47,600 adults in Southwark are currently experiencing a CMD, this is expected to rise to approximately 52,000 individuals over the next decade
Although less disabling than major psychiatric disorders, the higher prevalence of CMD mean that their cumulative cost to society is greater. All types of CMD are more prevalent in women than among men, and they are also more likely to experience more severe symptoms. Young women were identified as a particularly high-risk group with an estimated 5,600 cases in the borough. Employment and socio-economic status were identified as a substantial risk factor. In Southwark, approximately half of the claims for employment and support allowance (ESA) are related to mental health - with 6,000 cases in February 2016.
The aims of this long-term supported living service are to enable service users with enduring mental health needs to live the community and function at an optimal level of independence, with appropriate levels of support. The Service will therefore play an essential role in meeting the accommodation and support needs of people who may have not lived independently or succeeded in living independently previously. In particular, the Service will meet the needs of individuals who are leaving hospital or residential care services.
A key aim of this service is to support residents with complex needs to live as independently as possible, developing the skills necessary to remain living in the community.

HCC08/24 - Emergency Residential Placements for One Child- Young Person Aged 7-18 With Highly Challenging Behaviour and Complex Needs- Hertford Hub

Hertfordshire County Council (the 'Council') wish to procure a 'Block Contract' arrangement with a single Provider to provide an O F S T E D registered One (1) to two (2) bed emergency residential home utilising the Council's existing property for children and young people aged 7 to 18 with high levels of challenging behaviour and complex needs. Needs may include trauma, attachment, mental health including hospital step down, neurodevelopment (Attention Deficit Hyperactivity Disorder- A D H D and or Autism Spectrum Disorder A S D), substance use and child criminal or sexual exploitation presenting high levels of risk. The Council is looking to commission the following: - One independent residential provider who will O F S T E D register, manage and run an emergency residential children's home for one (1) Child or Young Person to be located at Hertford Hub, Hertford, Hertfordshire. Hertford is situated in East Hertfordshire. - The expectation is for the home to operate as a one (1) bed children's home but for the provider to O F S T E D register as a two (2) bed home with option to utilise the second bed to support emergency sibling placements. - To offer bespoke, excellent quality care and support for Children or Young People with highly complex needs, on an emergency short-term basis in line with the Young Person's care plan including eventual step down. The Service must be able to respond to urgent referrals, supporting Children and Young People in immediate crisis, creating stability in the short-term allowing for a swift move-on to a longer-term placement. The home will offer provision which always has a minimum of two (2) Staff during the day and one (1) waking night and one (1) sleep in during the night. - The duration of the stay at the provision will be led by the needs of the Child or Young Person and part of their care planning into other services however the intention is for each Child or Young Person to move on within 2 weeks of admission. It is not intended as a long-term home but will be used flexibly to support Children and Young People in immediate crisis in order to return home or to come back into Hertfordshire so a longer-term solution can be found. - It is likely that given the emergency nature of this provision, many placement requests will be communicated by our Out of Hours Service and therefore a strong working relationship with this team is essential. It may also be necessary to support the Rapid Response Team at short notice should there be capacity to do so. - Placements will be block purchased for the exclusive use of the Council and the Council will have the final decision on who will be placed, in collaboration with the Registered Manager and in line with their regulatory responsibilities. - The Council may at times offer any potential voids on a spot purchase basis to other local authorities. Accommodation Based Care Flexible DPS - Approved Provider (Adults)

The Authority is setting up a flexible DPS for the management of an Approved Panel for the delivery of Residential and Nursing Care Home services and Regulated and Non Regulated Supported Living Services. The strategic 5 year approach to this sector of care, provides a direction of travel for existing care providers and a clear indication to new providers wishing to become part of the Sutton care home and supported living market. This strategic approach sets out the local health and social care approach to commissioning a sustainable range of high quality care home and supported living services, specifically to: * Manage the local care home and supported living market as part of an integrated health and social care system * Support quality in care homes and supported living services through joint monitoring, quality assurance and data collection * Develop opportunities for the joint commissioning of new in borough models of care over a five year period * Inform the planning of care home and supported living provision for future years The Authority is setting up a flexible DPS for the management of an Approved Panel for the delivery of Residential and Nursing Care Home services and Regulated and Non Regulated Supported Living Services which will be commissioned in accordance with Regulation 74 of the Public Contract Regulations 2015 (Light Touch Regime for Health and Social Care) which provide that Contracting Authorities can deviate from the standard procurement procedures and design their own procedures (according to their own needs). The DPS is Lot based and will provide successful suppliers with opportunities for individual placement referrals throughout the term of the DPS. There may also be opportunities to tender for contracts for Directly Commissioned Services by way of mini competitions inviting successful Suppliers within the Lots to which the opportunity applies. Calling off Services from the Flexible DPS During the Term: Services will be called off from the DPS by issuing Independent Placement Referrals to DPS Suppliers via email where they will be invited to respond with placement offers which will be selected via a matching process. During the term of the DPS agreement Directly Commissioned Contracts may also be called off subject to a mini-competition process the details of which, including a detailed mini-specification would be published at the point of mini-competition via the E-Tendering System.
