Description

The Dynamic Purchase System has been established on behalf of UK public sector bodies who have a need for the provision of data access services, to facilitate connectivity to the Health and Social Care Network (HSCN) and additional network services. Non public sector entities may also use the DPS Agreement in order to (i) satisfy contractual obligations to one or more public sector bodies, all of which are entitled to use the DPS on their own account; or (ii) deliver Health and/or Social Care services to benefit the public. Successful bidders will be required to meet the published criteria including HSCN Compliance to be appointed to the DPS.  Suppliers will also be asked to confirm whether they are capable of offering Public Services Network (PSN) compliant services, although this is not mandatory.
Suppliers who are successfully appointed to the DPS will be invited to submit tenders by Contracting Bodies through a Call for Competition.

Oldfield Road - Telecoms

This is an enhancement scheme funded by the DfT and is part of a package of proposed measures in the Manchester area that are planned to boost capacity and resilience, emanating from the Cross Manchester Capacity and Reliability Improvement Study. The scheme is for the design and delivery of an East facing turnback, located on the Manchester, Bolton and Bury Line (ELR: MVE1) adjacent to the existing Salford Hope Street (Cemex) sidings between Salford Central Station and the Oldfield Road Bridge. At Victoria Station, the through platforms also accommodate terminating trains. The extended time to terminate and turnback in the platforms restricts platform availability for through services. The provision of the turnback siding will allow terminating services from the East arriving at Victoria to clear the platform, travel to the turnback siding and await their next turn of duty, clear of the station. There is the further benefit of an additional stop at Salford Central Station for passengers to disembark for Manchester Spinningfields, a major employment location in the city centre. The turnback would also act as a service recovery measure during times of service perturbation. The turnback is to consist of two roads, to accommodate trains up to 8 car x 24m in one road and 6 car x 24m in a second road; with access to and from platforms 3-6 at Manchester Victoria via existing connections. The new east facing turnback shall also be able to operate as a berthing/storage siding, with walking routes to allow train crew to access and egress the railway. The turnback will be fully electrified at 25kV and be fully signalled as a route for planned, rather than simply emergency, usage. Scope entails but not limited to: - Test all new FTN-x transmission circuits to support new FTN-x Network Requirements - Test and commission FTN-x equipment in existing FTN/FTN-x Nodes - Test new copper cables (Including VlVt where appropriate) - Test Existing spare pairs on copper cables - Testing of lineside telephony services - Updates to the Northgate Concentrator at MROC

IT Neutral Vendor

This Framework Contract will adopt a Neutral Vendor Managed Service model to offer a 'one stop shop' for all in scope ICT goods and services based on the Framework CPV codes. The Neutral Vendor will act a single interface between the Customer and the Supply Chain. The Framework is primarily focussed on the Education Sector, but must be available and suitable for all public sector organisations. The key objectives and focus of the framework are:  Value for money - through competition and in the case of direct award, demonstrated through benchmarking.  Access to a fully managed service - engaging with the Customer, providing advice and guidance, building up knowledge of each Customer based on previous engagements to inform the service they are offered, supporting the delivery of the outcomes required.  Access to high quality ICT goods and services - high quality goods and services should be tailored to each Customers requirements.  Transparency - copies of benchmarking information must be shared, especially in the case of direct awards, ensuring direct awards are only used where justified, sharing competition information with the Customer, whole life cost is presented including full transparency over Supplier fees to access the managed service.  Process efficiencies for Customers - streamlining invoices with effective management information, simplifying procurement processes.  Effective management of the Supply Chain - ensuring alignment with standards, only onboarding suitable Suppliers, offering choice to Customers, effective rotation of opportunities between appropriate Suppliers.  Sustainability and Social Value - ensuring alignment with Customers objectives around sustainability and social value. The planned procurement notice and the tender process are being run using 'parent' level CPV codes. It should be assumed all relevant 'child'/sub codes will be covered under the contract.
