The Commissioner is seeking bids from suitably qualified Providers for provision of a High Intensity User Service, offering patients with high attendance at Emergency Departments psychosocial support, crisis planning, sign-posting in the community and support to use more appropriate services for their psychosocial needs. The service is to be situated in both Brighton and Hove and East Sussex and delivered under the standard NHS Contract. The anticipated value of the Service is a maximum of £343,952.00 per annum and the contract duration will be 3 years from 28th September 2022, plus an optional (option of the Commissioner) extension period of up to a further 24 months.

Key Aims and Objectives of the Service
The High Intensity User Service (HIUS) is based on the 'Blackpool model' developed by Blackpool CCG, as published in the Commissioning for Value Casebook, February 2015.  
The model offers a robust way of reducing HIU activity to EDs, 999, NHS 111, Primary Care services as well as unscheduled hospital admissions. The HIU service liberates front line resources to focus on those who need it most and helps reduce costs.  
The objective of the service is to work closely with identified frequent users of emergency urgent departments, with an aim to reduce unheralded attendances at ED and associated non-elective (NEL) admissions, whilst improving the service user's quality of life and outcomes.  
This will be delivered by:
•	Identifying patients who frequently attend ED and associated non-elective (NEL) admissions
•	Identifying patients who are evidentially on a trajectory to becoming a high intensity user of emergency services
•	Proactively connecting and engaging with the patient
•	Supporting the patient to manage their needs using a personalised approach.

Trafford Council is looking for a service to help roll out 'Stopping the start: The Government's Plan to Create a Smokefree Generation' . In October 2023, it was announced by Government that additional grant funding would be awarded to support local authority lead stop smoking services. Domestic Abuse Intensive Family Support

Domestic abuse is a serious issue, both nationally and locally. The complex nature of domestic abuse and the associated harm and inequalities it creates - including mental and physical ill health, homelessness and unemployment - has a drastic, negative and long-lasting impact upon the safety, health and wider life chances of families. The Trust’s vision is to build a Trust that provides excellent social work and family support for and with the city’s most vulnerable children, young people and families. The commissioned service will work with between 5 and 10 families affected by domestic abuse by providing intensive support over a period of up to two years. The expectation is that the Provider will work with the whole family including survivors, perpetrators, children and the wider family support network. The Provider will support in reducing domestic abuse in Birmingham and will ensure that the needs of children are being met in the home. Families will be identified during mobilisation and, once consent has been sought, information will be shared with the successful Provider within the first week of the contract. It is expected that the Provider will review the shared information around suitability and work will begin with families within the third week of the contract. The Provider is expected to engage in transparent and collaborative discussions with the Trust to determine the appropriate level of support for each family. Should it be assessed that a family does not require intensive intervention and the service is therefore deemed unsuitable, the Provider will promptly commence work with a new family. The work will be evaluated for impact and outcomes for the family. Service activity • work with families identified by the Trust • provide intensive support to families for up to two years (minimum of one session per week initially (the ongoing level of appropriate contact can be discussed with the social worker) and become the lead professional for the family at the appropriate time • provide weekly written progress updates to the allocated social worker and attend and actively participate in Child In Need (CIN) / Child Protection (CP) / core group meetings where appropriate /multi-disciplinary case supervision • evidence how risk is assessed and managed in safety planning throughout the duration of involvement with the family • escalate immediate safety concerns to the allocated social worker • refer to other specialist services where appropriate • provide comprehensive exit strategies to families at the point of closure • provide support to families in stepping down to universal services • support in the prevention of non-family care arrangements This service is a pilot, and the duration of the contract will initially be two years with the potential to extend for two years (1 + 1), beginning 2nd February 2026. The contract will be reviewed on an annual basis with a break clause after January 2027, and each subsequent year; with the continuation of the contract based on funding availability and performance. The Department of Justice, Department of Health and Department for Communities are committed to supporting individuals impacted by domestic and sexual abuse across Northern Ireland. As part of this commitment, the departments are initiating a re-procurement process for a 24-hour Domestic and Sexual Abuse (DSA) Helpline, recognising its critical role in providing immediate, confidential, and trauma-informed assistance to those in need. The Buyers are seeking to appoint a Supplier to provide and manage a 24-Hour Domestic and Sexual Abuse Helpline in Northern Ireland, 365 days a year. The service will primarily be a telephone service (using a free phone number). However, it is a requirement that other communication channels, including email and webchat, must be incorporated and that an equal level of service will be offered to those choosing to access the Helpline through these mediums. The contract is for an initial period of 3 years, followed by two optional extension periods of 2 years each. Suppliers should refer to the specification for full detail of the requirements.
