This ITT is for qualitative research with household water customers. 
Objectives:
The objectives of the research are to understand:
•	Customers' expectations of water and wastewater companies in relation to specific areas of customer service and support.
•	Customer views on what principles the new licence condition should include.
•	Customer views on the guidance proposed to support the interpretation of the licence condition - for example, specific questions on the expectations within the guidance.  
•	The range and diversity of views that customers have in relation to this (including any differences in views between groups of customers).

Research to support the scoping of a Train the Trainer programme for the Level 3 Award in Energy Efficiency Measures for Older and Traditional Buildings - NP380B

Cadw, Historic England (HE) and Historic Environment Scotland (HES) have been collaborating to strengthen the delivery of the Level 3 Award in Energy Efficiency Measures for Older and Traditional Buildings (L3). The Award is the primary accredited retrofit qualification specifically focussed on historic buildings and a requirement of PAS2035 for publicly funded retrofit projects of traditional buildings. So far, this work has focussed on making improvements to the National Occupational Standards that underpin the award, supporting collaboration between awarding bodies to improve consistency across their offers and developing resources to support learners and training providers (such as a course handbook published in early 2025). A future direction we are currently exploring is the development of a Train the Trainer programme that would provide technical training to existing and incoming training providers to ensure they have the expertise required to deliver the L3 qualification. We are seeking external consultancy to undertake research that will provide us with key qualitative and quantitative data for scoping options for the Train the Trainer programme, in particular focussing on the scale of intervention required for the programme to have a meaningful impact on the retrofit workforce. Overcoming Barriers to Town Centre Housing Conversion - UID 115 NP392

This project will deliver a national review supported by a local deep-dive case study aimed at unlocking town centre spaces for residential use in England. The study will consider conversions not only of upper floors above shops but also of town centre ground-floor retail and hospitality units (including pubs and small hotels). It combines lessons learned from recent experience with technical feasibility appraisal, financial modelling, stakeholder engagement and a place-based case study to produce actionable ideas for testing in a subsequent project. The eventual intention, of which this study is the first part, is to provide information and inspiration to national and local government policy-makers, investors, developers, landlords and community bodies. The FSA has been conducting monthly surveys with consumers (called the Consumer Insights Tracker) since the start of the Covid-19 pandemic in April 2020. The surveys have evolved over time to meet emerging needs. The FSA is seeking an experienced research agency to continue delivering the FSA’s Consumer Insights Tracker for the next 3 years (with annual break clauses). The supplier will be responsible for all aspects of the project, including recruitment, sampling, logistics and project management.
