Description

The rural and remote areas of Scotland face significant challenges in retaining and developing the skills required for robust and resilient economies.
Challenges arising from geography and connectivity can make it hard enough to find appropriate mainstream learning opportunities. It is even harder to uncover training that whilst perhaps not certificated by an academic institution nevertheless offers exactly the right content. This is particularly true when what’s needed to observe and learn from the experience of others [for example, lambing, digital marketing, dry staning, or fence repair].
Accessibility and social factors can also present a barrier: individuals might lack confidence, feel isolated, or worry about being in a group of ‘all young people’ or ‘all men’. Or conventional ‘through the week’ courses do not fit with family and work responsibilities.
Accreditation is essential for some training, particularly where there is a legislative requirement, [for example chainsaw training].  Other training may be an over-complicated way to get a quality mark. However, there is a  need for some way to verify or endorse course content and deliverer.
So how can technology help develop a skills sharing system that encourages people to engage, and those with expertise to share their skills, in rural and remote locations?

HMRC Competition to Tackle Deliberate Evasion and Help Close the Tax Gap

Closing the tax gap is a key strategic priority for HMRC. In the 2023 to 2024 tax year, the tax gap is estimated to be 5.3% of total theoretical tax liabilities, or £46.8 billion in absolute terms. This is driven by a range of customer behaviours from simple error to deliberate evasion. Identifying deliberate evasion is inherently difficult across a very large population of customers. By its nature the intent of deliberate evasion is to hide and deceive. This can lead to sub-optimal targeting of investigations by HMRC which impacts HMRC's ability to close the tax gap and increases the burden on compliant customers. Being able to identify deliberate evasion accurately at population level will improve HMRC's approach to managing the tax gap and reduce the impact on compliant customers. This competitive procurement will invite novel and innovative solutions to closing the tax gap within a customer group on the theme of tackling deliberate evasion. Potential solutions may include (but are not limited to) analytical techniques and data that can help identify indicators of potential evasion in HMRC's risking processes. However, this is an open competition, and HMRC would like to explore a range of innovative solutions that can contribute to the primary objective of closing the tax gap. Bidders are encouraged to attend the launch event on Monday 21st July 2025 to learn more about the problem statement. All relevant information will be included within the tender documentation.

CSW - Tracking and Supporting the Participation of 16-17 (up to 25 SEND) year olds into Education, Employment or Training.

Warwickshire County Council (the Council), in collaboration with Coventry City Council is seeking a single provider to enhance the participation of 16-17-year-olds in education and training (EET) and to reduce the number of young people who are Not in Education, Employment, or Training (NEET) or whose situation is unknown. Each authority will have its own separate, stand-alone contract and will individually manage the performance of their respective contracts. The service provider will track young people's post 16 participation in education and training and identify NEET young people through the tracking activities, ensuring clear referral pathways to other organisations, including learning providers. Additionally, the provider will identify young people who are at risk of dropping out of learning provision and offer support to help them overcome barriers to engagement in EET. The Service aims to focus on and support young people who are NEET by: 1. encouraging, enabling and assisting young people to participate in education and training. 2. raising awareness of local labour market opportunities. 3. raising aspirations - setting high expectations of every individual. 4. linking to the local authorities for planning and data collection for the Department for Education (DFE). 5. linking with National Careers Service providers, NEET delivery providers and Jobcentre Plus. • The service outlined in this specification will be available to: • all young people in Coventry and Warwickshire who are in Year 11 up to the end of the academic year they turn 18 (up to 25 for young people with an EHCP/Care Leavers); • those young people identified as not in education, employment or training (NEET); • schools, colleges and training providers in Coventry and Warwickshire. The service provider will be compliant with DfE MI Requirements as set out in the DfE's most recent NCCIS Management Information Requirements guidance.
