UK Shared Business Services Ltd (UK SBS) on behalf of The Department for Business, Energy and Industrial Strategy (BEIS), wishes to establish a Framework for the provision of Office for Product Safety & Standards (OPSS) Strategic Research Programme.
UK SBS is managing this procurement process in accordance with the Public Contracts Regulations 2015 (as amended) (the "Regulations").
The duration of this Framework will be 48 Months (From award until Friday 3rd October 2025).
It is intended that there will be 3 suppliers awarded to this Framework. These awarded suppliers will be ranked 1st 2nd and 3rd based of the scores awarded from this completion of this procurement.
Background:
The contract is being commissioned as part of the Office for Product Safety & Standards (OPSS) Strategic Research Programme. OPSS was established by BEIS in January 2018 in order to enhance protections for consumers and drive forward increased productivity, growth and business confidence. The OPSS strategic research programme provides high quality, strategic, science-based research to strengthen the evidence base for OPSS policy development, delivery and enforcement.
In recent months it has been necessary to seek consumer insight on a number of issues such as the recall of large white goods and purchase and use of certain consumer products in relation to Covid-19. It is expected that further issues will arise where consumer insight can help shape the OPSS response. In addition to this OPSS has recently taken on regulation of construction products, presenting a new research area where consumer insight could add value.

DDAI/010 Digital Decision Accelerators for Defence (DDAD) Open Framework

The Ministry of Defence (MOD) is intending to launch a procurement for a new Defence and Security Open Framework specially designed to encourage the development, and accelerants of, advanced digital 'Decision' capabilities. An Open Framework is defined as a scheme of successive frameworks that allows for the periodic reopening of supplier lists under substantially the same terms. This contrasts with traditional ‘closed’ frameworks where after a single competition process suppliers are ‘locked’ in or out of a framework for its full duration. This Open Framework will operate as the main delivery mechanism for ASGARD; the British Army's flagship Transformative Capability Initiative (TCI). Over four (4) core years (with options to extend), the estimated value of this framework is estimated to be £180,000,000.00. This figure is purely indicative and is not a comittment to spend, and is subject to amendment prior to the publishing of the Tender Notice and associated Tender Documentation. The MOD has duly considered the use of lots in this framework and has provided the details of proposed lots below. These lots, and the procurement process, will be suitable for Small to Medium Enterprises (SMEs) to bid for. Suppliers will be able to bid against multiple lots and, if successful, be awarded onto multiple. Please be aware that the MOD will not be providing additional time for Suppliers bidding onto multiple lots during the tender process. Supplier Feedback on Lots: Suppliers are invited to provide voluntary feedback on the lot names, number of places, and descriptions for the MODs consideration. If a Supplier is interested in providing feedback, they must do so by the 13th June 2025, at 17:00. Feedback must be limited to the lots and must be submitted via the MS Form provided, in Section 2 and Section 3 (LINK HAS NOW EXPIRED). Please note that the MOD reserves the right to consider feedback and to alter, amend, or remove lots entirely on that basis. The final lots will be made clear in the Tender Notice and associated Tender Documents. Supplier Invitation to Bidders Conference: The MOD is planning to hold a virtual Bidders Conference for prospective Suppliers to attend (no commitment to bid required to attend). A date has not yet been confirmed for this event; however, the MOD will endeavour to provide as much notice as possible and in any event more than two (2) weeks. To promote principles of equal treatment and transparency, this session will be recorded and can made available to Suppliers who request it or are unable to attend. The Bidders Conference will include a brief introduction from the Project Team and a run through of the process from the Commercial Team. The intention of this session is three-fold, namely: (1) to explain how Suppliers, especially Small to Medium Enterprises (SMEs), can get involved in this opportunity, (2) to promote a common understanding of the program’s goals, and (3) to set the behaviours that MOD and Suppliers can expect from each other. Equine Infectious Diseases Surveillance Service

Tender documents can be obtained from, and must be submitted to [email protected] The primary purpose of the Service is to provide, on a continuous basis, the thorough monitoring and investigation of equine infectious diseases in the Great Britain, monitoring globally, and the provision of expert advice on the prevention and control of such diseases. The performance of the Service will include delivery of the following activities; i. The surveillance of equine infectious diseases both within Great Britain and internationally; ii. Liaison with the provider of the equine diagnostic microbiology (EDM) services; iii. To ensure, as far as is practicable, the provision by the EDM service provider of data and infectious agents / reagents for various research and other projects as requested by HBLB; iv. The provision of advice to the Equine Industry (Thoroughbred and non-Thoroughbred) on the prevention, management and control of equine infectious diseases, including development and maintenance of close links with the non-Thoroughbred sector and their veterinary advisors; v. Participation in relevant GB and worldwide activities that aim to protect the Equine Industry from infectious diseases, including liaison with the Department for the Environment, Food and Rural Affairs (DEFRA) and associated UK Government agencies; vi. Dissemination of relevant and user-friendly information to the Equine Industry on equine infectious diseases; vii. Publication of the scientific results of the activity of the EIDS Team in relevant scientific literature; viii. Maintenance, with the support and assistance of the Equine Industry as appropriate, of a written Risk Management Plan for dealing with major outbreaks and epidemics of equine infectious disease. The contract will be for a period of three years with an option to extend for up to a further two years subject to satisfactory performance and at the sole discretion of the HBLB.
