Cantium Business Solutions (Cantium) is a Local Authority Trading Company (LATCo), whose ultimate parent company is Kent County Council (KCC). Cantium provides tailored ICT, HR and Finance services to its customers across the UK, including support for all Kent County Council offices and over 600 Schools. Cantium is looking to appoint a Marketing Strategy and Communications agency to assist in driving its growth ambitions forwards.
The contract is for a maximum length of 36 months based on an initial fixed 12-month period, after which a 3-months break clause will apply to the balance of the term. The contract will expire in its
entirety after 36 months or earlier if the break clause is applied.
The estimated total contract value based on a 36-month term is approximately £500,000. This is an indicative value of expected expenditure and not a committed spend. Spend will be based on buyer need only.

Specialist Legal Support for ECW Pre-Transfer Planning

Enterprise Cheshire and Warrington (ECW) is a company limited by guarantee wholly owned by the three unitary authorities in Cheshire and Warrington. It was formerly the Local Enterprise Partnership (LEP) for the area and brought across its staff, funding role and assets when it transferred to LA ownership in 2024. Cheshire and Warrington is part of the Government's devolution priority programme and will be creating a Combined Authority for the sub-region in Spring 2026. The Combined Authority will take on responsibility for the strategic economic development of Cheshire and Warrington, a role formerly undertaken by the LEP and, more recently, ECW. With the establishment of a new Combined Authority (CA), it is anticipated that some or all functions currently delivered by ECW and CWTB may transfer either to one or more of the sub-region's local authorities, to the CA or to another body. No final decisions have yet been made, and the scope, scale, and nature of any transfer remain under active consideration. The company is seeking to appoint a provider of specialist legal advice to help with those discussions, supporting pre-transfer planning and due diligence on the potential transfer of some or all of ECW's functions, assets, and responsibilities. This support will be commissioned through a retainer and call-off contract. The appointed provider must be able to advise across a broad spectrum of organisational, corporate, public law, employment, and commercial matters, and respond quickly as the transfer landscape becomes clearer.

Evaluation of the Skills Bootcamps Programme

Enterprise Cheshire and Warrington (ECW), a council-owned organisation, works alongside elected leaders to make the region the healthiest, most sustainable, inclusive, and growing place in the country. We collaborate with the three local councils, industry leaders, and community partners to shape economic and transport strategies, deliver skills and employment training and business support, and ensure that the voice of business is heard in local decision-making. Through its Marketing Cheshire division, ECW also champions the region as an outstanding place to live, work, invest, study, and visit. ECW seeks to appoint an experienced and independent evaluation provider to deliver a focused and practical assessment of the Skills Bootcamps Programme. The purpose of this evaluation is to provide a clear understanding of the quality, effectiveness, and overall impact of the programme across the region, capturing the perspectives of learners, employers, training providers, and other key stakeholders. The findings will support ECW in strengthening future delivery models and ensuring that the Skills Bootcamps continue to meet the needs of both learners and employers. The evaluation will assess the effectiveness of programme delivery and the extent to which it has achieved its intended outcomes. It will examine the experiences of training providers, learners and employers as well as local partners. The evaluation will review initial engagement and onboarding through to the completion of delivery, assessing how effectively ECW's support mechanisms have functioned. The evaluator will consider the level of alignment between the design of bootcamps and employer needs, the quality and consistency of delivery, and the barriers that providers may have faced in achieving successful outcomes. The review should also capture evidence of good practice and lessons learned that can inform future programme design.

Provision of a Tourism Economy Update and Visitor Accommodation Update and Future Needs Assessment for Blackpool

The Contracting Authority is seeking to commission the above opportunity and is inviting you to submit an offer for this. We are looking to appoint a suitably qualified and highly experienced multi-disciplinary consultancy team to update Blackpool's tourism economy baseline and growth forecasts; and to produce a visitor accommodation study update including assessment of future market needs and recommend policy measures to respond to the findings of the study. This study must produce robust evidence to inform strategy, policy and proposals in the new Blackpool Local Plan and this evidence must be capable of withstanding scrutiny and challenge at Examination.
