Description

Northern Star Academies Trust wish to be at the forefront of School catering and as such
require a modern, branded offer that reflects the leading trends in the industry.
At this time, the Trust's wish is to commence a catering contract, with a partner who shares
their vision for a customer-focused service that attracts the maximum number of students
while driving for some radical environmental aspirations. The meals that are to be provided
must be appealing to customers, imaginative, provide good value for money and comply with
the national Standards for School Lunches. 
Beyond this however, the Trust are looking to provide a consistent Trust wide narrative to
promote healthy and sustainable practices, while developing ways to engage stakeholders in
the vision of greener attitudes, local provenance and food that looks fresh and has a story.
The Trust has collaborated through a series of workshops, to create a Food and Catering
Charter which collates the vision for catering within the Trust.
Pupil and staff feedback has focused on speed of service, single use plastics and removing
unhealthy options. For full feedback please see the included survey responses from Primary,
Secondary and Staff stakeholders.
Therefore, the aim of this tender is to find a commercially realistic partner, who is forward
thinking and collaborative in their approach. The Trust have determined to utilise the charter
below which incorporates this feedback, when measuring the prospective partners for this
Contract.
The Contractor shall acknowledge that TUPE will apply to this contract. 
It is requirement of the Contractor that an on-site area management support function is
available from the start of the contract for a minimum of one month. The Contractor shall
ensure that the current catering team's strengths and weaknesses are assessed immediately
at the start of the contract and provide tailored training to address their development needs.
The Contractor will provide regular management support on an on-going basis including
training, marketing and HR for the duration of the contract.
It is a requirement that the Contractor must provide an ABS pension for the contract, which
will allow staff who TUPE to retain access to their LGPS pension.
The Contractor must ensure that equality of service provision is provided through menu
choice ensuring particular requirements are met for religious and dietary requirements e.g.,
Halal, vegetarian, vegan, medical diets.
Skipton Girls, Harrogate High and New Park Schools have a requirement for an HFA Halal
provision. They would not like HFA meat to be the basis of the menu, but simply an additional
choice. Consideration of food separation and preparation will need to be shown.
Eastwood and Holycroft Primaries both have a requirement for HMC Halal provision for the
majority of pupils. 
The Contractor should ensure that their purchasing for all produce, which is to be used in
Halal meals, conforms to the HMC requirements for these sites and that this can be easily
and readily demonstrated to the students and their parents and guardians. Food preparation
and delivery must also conform to Halal requirements.
Where HMC cannot be provided at these Schools, the Trust will require some detail for
alternative solutions.

The Northern Star Academies Trust have decided to tender their catering services to investigate the financial and qualitative benefits they could be offered through this process. In 2024, NSAT (9 Schools) merged with Nurture Academies Trust, a cluster of 6 Bradford/Keighley Primary Schools with an in-house catering function. At this time, the Trust's wish is to commence a catering contract, with a partner who shares their vision for a customer-focused service that attracts the maximum number of students. The meals that are to be provided must be appealing to customers, inclusive, imaginative, provide excellent value for money and be nutritionally balanced to encourage all students to make an educated choice. The School's objectives for the new contract are as follows:- • A catering service that is professionally managed and works in partnership with Business & Operations Leadership. • A strong Contractor & Group/Area Manager who will develop and lead the team to deliver exceptional customer service, a consistently high-quality food offer and spend a substantial amount of time on site at the outset to undertake this. • A Contractor who is proactive in their relationship management with the School/Trust. • Flexible menus to fit local demographics • Food education initiatives, pupil engagement and improved social dining experience • Seasonal, locally sourced produce prioritised. • Food and drinks that look appetising and are attractively presented. • A service that is professionally merchandised and marketed with discretion and to the mutual benefit of the Trust and the Contractor. • Natasha's Law (2021): Full allergen labelling on all pre-packed food. • HMC Halal Compliance where required. • To work with Schools to develop a social dining ethos leading to a higher number of students and staff using the facilities. • A Contractor that adopts a flexible and proactive approach to all Trust activities, specifically involving student engagement at Primary & Secondary level within food education and skills development. • A Contractor that is dedicated to supporting our local communities through Social Value enterprise and engagement activities. • A Contractor that operates using the optimum level of staffing.

Managed Outsourced Solution for Education Catering

Hampshire County Council is seeking a supplier to take on provision of catering services to Educational Establishments across the county of Hampshire, following the cessation of the Contracting Authority’s in house service, Education Catering. 189 Educational Establishments have confirmed to the Contracting Authority that they wish to access catering services through this Contract from the outset, with the breakdown by establishment type, pupil numbers on role etc included as Annex 1 A of this ITT. These numbers reflect the schools which have chosen to “opt in” to this arrangement and are not anticipated to change significantly but may be subject to some change before the Contract commences. Educational Establishments are opted in for the initial period of the contract with the option to extend for an additional 2 years. This extension is dependent on the Contracting Authority extending this Contract. Educational Establishments that choose not to access services through this Contract at the outset will have the option of joining later during the life of the Contract and will be able to access the services under the same terms as those that were part of the Contract from the start. Establishments would only be added subject to agreement from all parties. Educational Establishments may be either Local Authority maintained schools or Academies. These entities have different legal statuses, and each academy trust accessing services through this contract will be required to complete a Deed of Adherence (sample provided in Annex 3d) with the Contractor & The Contracting Authority prior to implementation. All Tenderers must have signed and completed Annex 5 - TUPE Confidentiality Undertaking Template by the Clarification deadline. Tenderers who submit a tender without having completed and returned Annex 5 as an attachment via the Intend Correspondence function before the deadline for clarification questions (19th May 2025 at 17:00), will have their submission rejected.
