Contract for the Design, Build, Management & Operation of a Household Waste
Recycling Facility for the Residents of Stockton on Tees & Middlesbrough Borough
Councils.
The facility will allow residents of the two boroughs to dispose of additional
household waste which is not ordinarily collected by the respective councils. This
includes items such as wood, hardcore & rubble, cardboard, glass, garden waste,
scrap metal etc. The site needs to be capable of accepting between 25-30 thousand
tonnes of material per annum.
The facility needs to achieve high rates of recycling and aim to minimise waste sent
for energy recovery and landfill wherever possible. The site also needs to place a key
emphasis on high levels of customer service and ensure an efficient experience for
residents on site.
Any potential new facility provided by the Operator needs to meet the Council's
criteria of being in a non-residential area and near major road networks to be
accessible to residents of the two boroughs.

Reigate and Banstead Borough Council require a contractor who is a registered Company that has experience in managing and delivering Dry Mixed Recycling (DMR) associated services. The purpose of this procurement is to secure a new contract for the transportation, processing and onward sale of the Authority's Dry Mixed Recycling to Reigate and Banstead Borough Council. We have approximately 153,629 residents living in the borough, with collection of the magnitude of 7,000 tonnes (approximately) of DMR per annum. Processing of the DMR at a MRF, separating out the DMR into the various Recyclables. Sale of the Recyclables to a secondary MRF processor; to a material's re-processor; or directly to an end market user. Trial Load: As part of the invitation to tender exercise, potential Tenderers are required to organise the transport and processing of a trial load of DMR (not mixed paper) from the Authority during the period specified within the ITT pack (Indicative Procurement Timescales). The Tenderer's deadline for submission of clarification requests is 12:00 Noon on 23rd July 2025. The deadline for completed tender responses is by 12:00 Noon on 1st August 2025. TEC Partnership - Waste Management Collection Service

Introduction The TEC Partnership invites all suitably equipped, qualified and registered companies to tender for a contract to provide waste collection services of their sites identified in Part A of this document. During the course of the tender, site locations may vary as the organisation evolves to meet its future vision. Scope of Services The contract requires the provision of trained and skilled labour as appropriate and in direct relation to the undertaking. It is anticipated that whilst this document sets out the requirements and expectations, there may be further needs and adjustments to the provision as the needs of the business operations change. Provision to collect and appropriately dispose of the four default waste streams (as below) will be expected; • Residual (general) non-recyclable waste • Food waste • Paper and card • Dry mixed recycling The collection schedule of the above will vary from site to site and type of waste stream, however in some cases, a daily service will be required. During the term of this contract, sites may be reduced or increased. Decreases will come with no financial liability and any increases will be at the rates agreed within this contract. The successful tenderer will also be expected to provide the appropriate receptacles and collection service for the following: • Confidential waste • Timber • Plaster/plasterboard • Brick • Furniture • Electrical • Metal • Animal waste – including dog waste Ad-hoc Requests There may be occasions that services are requested over and above, or generally differing to those scheduled. Where the service is covered in the scope of the work, it is anticipated that there are no additional charges made outside of the agreed pricing structure for the service. Where tasks are over and above the scope of the tender, through discussion with the Facilities Manager, these may be carried out under a separate purchase order.
