Description

The Council will enter into a development funding agreement (DFA) with R Blue Regen GL Limited  and Reef Estates Limited (which are connected organisations) for a mixed use, urban campus known as King’s Quarter. The Council and a group company of Reef Estates Limited (R Blue Capital Ltd) both have land interests in the site. They will deliver retail, leisure and office space, dwellings and a hotel together with a multi-storey car park. On completion of the development a group company of Reef Estates Limited will transfer its land interest to the Council. The development will be undertaken in 2 phases. Works required to deliver the development (and a number of consultancy services) will be procured in accordance with an OJEU or UK Find a Tender procedures or under Frameworks. Reef/R Blue Regen GL Limited  will also provide management and maintenance services for 5 years. R Blue Regen GL Limited  and Reef (or a group member) will take a 5 year lease of incubator offices and provide a guarantee to the Council in connection with rent from the hotel.

The Latymer School Lettings Service Contract

SSC Partnership (an Agent) working on behalf of The Latymer School (the Authority) are currently out to tender for the provision of school lettings management services. The Company will be responsible for the full administration and operational management of community lettings across the Authority’s facilities, ensuring that all activities are delivered safely, efficiently, and in line with the Authority’s safeguarding, educational, and community objectives. Tenders will be evaluated using a method known as MAT (most advantageous tender). There will be mandatory and desirable requirements. Mandatory requirements are stipulations which must be present, or the tender will be eliminated from the evaluation. Desirable characteristics are elements of the tender which are to be scored by the Authority. A Development Agreement for the development and management of a supported living accommodation and day centre

The Council is undertaking a competitive flexible procurement procedure to appoint a Supplier to enter into a Development Agreement with the Council. The Supplier (Development Partner) will design, apply and secure planning permission for, construct, deliver and manage a supported living accommodation and a learning disability day centre at the former Garth Olwg Residential Care Home site, Main Road, Church Village, Pontypridd CF38 2DX. It is anticipated that the development partner will secure relevant Welsh Government grant funding for the project. Dependent on the amount of funding secured the Council may be required to make a financial contribution as a top up. The contract value in this notice has been based on the estimated full build cost and the Council does not anticipate paying this value. A service level agreement will be established between the Local Authority and the chosen development partner once the facility is operational for the management of the relevant services including ongoing service charges and costs. The length of the service level agreement is to be determined but is anticipated to be around a 40 year period. The service charges and costs may be negotiated as part of the tender procedure. Therefore the estimated cost provided for in this notice is based purely on an estimation of the void space over a 40 year period. The competitive flexible procedure allows the Council to carry out the tender in multiple stages, although the Council reserves the right to award the contract based on initial tenders.
