Description

Derry City and Strabane District Council and Causeway Coast and Glens Borough Council each wish to procure a separate contract for the provision of residual waste treatment services . 1.2 The services required by Derry City and Strabane District Council are currently provided by RiverRidge Recycling Limited. 1.3 The services required by Causeway Coast and Glens Borough Council are currently provided by RiverRidge Recycling Limited. . 1.4 The Authorities each have a statutory duty under the Waste and Contaminated Land (Northern Ireland) Order 1997 No. 2778 (N.I. 19) (Part II Articles 20(1)(a)(b) and 20(2)) to arrange for the collection of household, commercial and industrial waste. The Authorities are also required under the 1997 Order (Part II, Article 25(1)(a)) to make arrangements for the disposal of any waste collected or removed under Article 20 of the 1997 Order. 1.5 The Authorities have jointly published a contract notice in the OJEU and are each seeking to award a contract under two separate lots. Household Recycling Centre, Waste Transfer Stations and Associated Services

Dorset Council is seeking a single supplier to deliver the management of the Household Recycling Centres, Waste Transfer Stations and associated services, including marketing of recyclate collected at the kerbside (Resource Management and Transport Contract 2016). The operational service delivery elements will commence on 28 August 2026. The scope includes: • Operation of the ten Household Recycling Centres (HRC) -including all associated onward haulage • Operation of the three Waste Transfer Stations (WTS) - including all associated onward haulage and recyclate marketing of recyclate • Operation of one Recyclate Transfer Stations (RTS) - including all associated onward haulage and marketing of recyclate • Haulage from one Authority operated Waste Transfer Station • Treatment of HRC residual waste and certain recyclates • Skip / bank services The Contract will be for an initial 8 years, with four optional 12-month extension periods (1+1+1+1), subject to satisfactory performance and funding, giving a potential total contract period of 12 years. The current budget for the services under this contract is £7,364,000 (2025/26). The total advertised contract value detailed in this notice allows for potential changes in scope / requirements and or funding during the contract term.

This is an open procedure in accordance with section 20(1) and (2)(a) of the Procurement Act 2023. The procedure does not allow for refining of the award criteria, and there is no scope to negotiate. In accordance with Section 18 of the Procurement Act 2023, the use of lots was considered during the planning phase of this procurement and it was determined that dividing the requirement into lots would not be appropriate or beneficial in this instance. Therefore, a single contract approach has been adopted. The Contract will be for an initial 8 years, with four optional 12-month extension periods (1+1+1+1), subject to satisfactory performance and funding, giving a potential total contract period of 12 years. The current budget for the services under this contract is £7,364,000 (2025/26). The total advertised contract value detailed in this notice allows for potential changes in scope / requirements and or funding during the contract term. The contracting authority reserves the right to carry out a subsequent procurement of similar goods, services or works in reliance on the direct award justification in paragraph 8 of Schedule 5 to the Procurement Act 2023.) .
