Description

In 2020 Test Valley Borough Council adopted a Regeneration Masterplan which sets out an ambitious range of developments in the Town Centre that, when implemented, will ensure the sustainability of its long-term commercial offer. The Masterplan consists of a complex programme of major projects. Ak key part of this is the development and ongoing stewardship of the Town Centre’s public realm.
In delivering the Masterplan the Council is now seeking to procure a suite of strategic documents and detailed landscape designs form a suitably qualified and experienced urban design/landscape architecture practice in order to deliver a high quality public realm that will support the developments within the Town Centre Masterplan as detailed in this tender document. This will need to come from a company (or consortium of companies) that have the appropriate breadth of expert experience in urban design, landscape architecture, architecture, engineering, structures and utilities costing and delivery.

UKRI-4453 BAU Professional Services Framework

The purpose of this Prior Information Notice (PIN) is to inform the market of a potential opportunity to participate in a construction and estate maintenance related professional services framework to support various building and civil engineering projects as part of the Business As Usual (BAU) requirements at the Science and Technology Facilities Council (STFC). The STFC intends to engage with potential providers through a Preliminary Market Engagement (PME) event and subsequent PME activities. The publication of this early engagement opportunity is a voluntary publication and does not represent a commitment by the STFC to initiate, run or complete a full procurement competition in relation to a contract for the services described. The STFC is a world-leading research and innovation organisation, with a unique role within UKRI. UKRI is a non-departmental public body sponsored by the Department for Science, Innovation and Technology (DSIT). The STFC is responsible for hosting and operating many of the UK's largest multi-disciplinary research facilities which are essential to delivering UKRI's collective ambitions. STFC are looking to establish a construction-related professional services framework to serve the Business As Usual (BAU) requirements at some of the major facilities listed below - STFC Harwell Campus, Oxfordshire The Cosener's House, Abingdon, Oxfordshire Chilbolton Observatory, Stockbridge The following professional services capabilities are likely to be part of the framework requirements: Quantity surveying Cost management/ Cost modelling Project management Engineering services, for example civil, structural, electrical Planning support and advice Technical design Environmental and sustainability services Feasibility study Architectural and design services The exact Lotting strategy is expected to be finalised after the completion of this market engagement exercise. Didcot Garden Town green infrastructure design including surveys to inform design, preparation of planning applications and drafting specifications for implementation

The aim is to obtain a proposal for the detailed design and specification of four blue-green infrastructure enhancement projects in areas of Didcot identified and analysed in the Green Infrastructure strategy (see Figure 1) through RIBA Stage 2-4. The proposal will include: • Principal Designer requirements under The Construction (Design and Management) Regulations 2015 • commissioning and carrying out of all surveys required to inform design and planning applications • engagement with relevant landowners (including the council) in liaison with the Didcot Garden Town team • preparation of drawings and documents, subject to council approval, required to secure planning permission with a focus on electronic versions rather than paper • preparation of specifications, including drawings and documents, to enable the council to procure contractors to implement the works on the ground. Project management of works on the ground, using the specifications prepared under this contract, is a future deliverable and will be procured separately by the council in due course. We are seeking a multi-disciplined team of consultants that cover a range of skill sets to enable the successful delivery of this commission, which may include the following: • Landscape architect / lead consultant (Principal Designer under CDM regs) • Quantity Surveyor • Planner • Ecologist • Hydrologist / drainage engineer
