HCC 11/25 - Provision of Treatment of Street Sweeping Arisings 2026 – 2030.

Hertfordshire County Council is currently out to procurement for the Provision of Treatment of Street Sweeping Arisings 2026 – 2030. The Council will procure this contract using the Open Procedure as defined in the Procurement Act 2023 The Waste Disposal Authority (WDA), Hertfordshire County Council, is responsible for arranging the disposal of all waste collected by Hertfordshire Waste Collection Authorities (WCAs), under their duties and powers defined in the Environmental Protection Act 1990, along with waste collected at Household Waste Recycling Centres (HWRCs). This responsibility includes the disposal of Street Sweeping Arisings (Approved Waste), and Hertfordshire County Council is seeking an alternative treatment process that enables diversion of Approved Waste away from the residual waste stream for the ten (10) WCAs’ separately collected material. To identify the best value solution for the Treatment of Street Sweeping Arisings the Service has been divided into Ten (10) Lots, one for each Waste Collection Authority (WCA). The county has been split into three lots by geographical area. The Lots are listed below:- Lot 1 - Treatment of WCA Street Sweeping Arisings for Broxbourne Borough Council Lot 2 - Treatment of WCA Street Sweeping Arisings for Dacorum Borough Council Lot 3 - Treatment of WCA Street Sweeping Arisings for East Hertfordshire District Council Lot 4 - Treatment of WCA Street Sweeping Arisings for Hertsmere Borough Council Lot 5 - Treatment of WCA Street Sweeping Arisings for North Hertfordshire District Council Lot 6 - Treatment of WCA Street Sweeping Arisings for St Albans District Council Lot 7 - Treatment of WCA Street Sweeping Arisings for Stevenage Borough Council Lot 8 - Treatment of WCA Street Sweeping Arisings for Three Rivers District Council Lot 9 - Treatment of WCA Street Sweeping Arisings for Watford Borough Council Lot 10 - Treatment of WCA Street Sweeping Arisings for Welwyn Hatfield Borough Council Full details of the requirement and context of the procurement can be found in the Service Specification.
