Description

The City of Edinburgh Council is seeking to appoint a suitably experienced provider for the Provision of a Supply and/or Delivery of Trade Material Commodities and Associated Services to the City of Edinburgh Council.  These materials will be used to carry out approximately 120,000 repairs and maintenance to Council housing by over 250 operatives.
The contract will commence on 1 April 2022 for a period of 7 years with the option to extend for a further 3 years.
The Council requires operatives to collect materials and restock Operative vans using the Provider’s own depot facilities across the City. The successful tenderer must have several depots across the City in order to reduce travelling time from job to depot for Council operatives.
The range of materials required is highly diverse, reflecting the Councils diverse range of property types and includes but is not limited to PPE; windows and doors; timber; ironmongery; plumbing; electrical; painting and decorating; drainage; gas; kitchen and bathrooms and consumables.

Beach Management Framework

The Environment Agency requires a Framework to deliver its routine and ad-hoc beach maintenance works across all coastal frontages in England that it is responsible for. This maintenance typically consists of moving/transporting large volumes of shingle from areas of accretion to areas of erosion and evenly re-distributing shingle along the sea to restore/maintain the required standard of protection. There is a requirement to import marine dredged or land-based shingle onto coastal frontages to replenish lost material and to conduct maintenance/repairs to coastal defences and structures. There is a requirement to import and place rock on coastal frontages, as well as to provide coastal incident response, recovery and readiness support in the event of extreme weather events. This maintenance is essential to minimise the risk of coastal flooding to residential properties and commercial businesses. Market Engagement was undertaken using PIN notices via the PCR 15 regulations in May and December 2024. The Framework will operate as a single National Lot with a maximum of two Delivery Partners being appointed onto the Framework. The Framework duration will be a six-year (72 month) initial period with a 2-year (24 month) extension option (total eight years). The total estimated value of the Framework will be between £469,000,000 to £1,227,166,000 (exclusive of VAT). Closed Framework Agreement: Access to Quarries, Materials, Recycling Centres and Landfill Sites

This closed framework agreement covers the following: 1. Lot 1: Quarries and Supply of Materials: this includes access to Quarries and Supply of Materials, including supply of any construction materials and aggregates, via either collection or delivery, and any other associated services and / or solutions the Supplier may provide, including, but not limited to; advisory services, carbon reduction assessments, added value services. 2. Lot 2: Waste Management: this includes access to recycling centres for tipping of construction waste (either direct tipping or waste collection), access to landfill sites (all types) for tipping of construction waste (either direct tipping or waste collection), and any other associated services and / or solutions the Supplier may provide, including, but not limited to; waste advisory services, waste laboratory testing, waste treatment (including hazardous waste treatment), carbon reduction assessments, added value services. The requirements above initially will be to support Severn Trent's AMP 8 period and Mains Renewal programme, however there may be wider opportunities within Severn Trent and Hafren Dyfrdwy's organisation in the future which utilise this framework agreement. The Framework Agreement is split into 2 independent Lots as detailed below. The Lots are standalone. If a participant wishes to apply for both Lots in the procurement process, it should complete both the PQQ and RFP for both Lots. Bidders may apply for either or both of the Lots: • Lot 1 - Quarries and Supply of Materials • Lot 2 - Waste Management There is no maximum number of successful suppliers that can be awarded to either Lot.
