This contract is for the provision of various types of Highway & Civil Engineering Works primarily within the Leeds district, but may extend across the other Yorkshire & Humberside Authorities. Work will be instructed on an as and when basis and the contract will be let to two Tenderers.

Highways Framework

Blackpool Council are establishing a lotted - Highways surfacing and civil engineering works Framework. The procurement will be conducted as an open tender and will establish a framework for a 4-year period. Call off contracts may be entered into from the framework in the manner described within the tender documents. The framework will consist of two lots as follows: Lot 1 – Highways Surfacing - Surfacing includes re-surfacing and re-construction of the highway network using conventional surfacing materials consisting of flexible and rigid pavement treatments (hot, warm and cold mix asphalts/concrete) Lot 2 – Highways Civils - Civil Engineering Works includes construction of improvement works on or associated with the highway network The intention is to establish a framework of up to 4 Suppliers for lot 1 and up to 4 Suppliers for lot 2. The indicative range of call off contracts that may be entered into is typically expected to be in the range as set out below: • Lot 1 – Highways Surfacing - £100,000 - £5,000,000 • Lot 2 – Highways Civils - £100,000 - £1,500,000 In addition to Blackpool Council the framework is being made available to Lancashire County Council, Blackburn with Darwen Council, Lancashire Combined County Authority, Current members, associate members and future members of the Association of Greater Manchester Authorities. Plot 2A Stretford Mall Residential Development

Trafford Council is seeking to appoint a contractor to carry out works including the design, construction, completion and defects rectification of a new-build Build to Rent block (Plot 2a) comprising 249 residential units, together with approximately 200m² of ground floor commercial space, associated amenity areas and public realm, forming part of a multi-phase masterplan at Stretford Mall. The project will be delivered on behalf of the Bruntwood Trafford Council Residential Joint Venture. The project (Plot 2a) will utilise a PCSA followed by Main Contract route with the contractor working with Trafford Council and its advisors to complete the design and agree a contract sum during the PCSA. The route to market is two stage Competitive Flexible Procedure. The first stage will comprise of the Procurement Specific Questionnaire which is a scored stage and will determine bidders that move onto the formal stage of tender (second stage) The specification, together with the accompanying tender documents, outlines the scope of requirements for the scheme and invites qualitative and financial submissions from suitably experienced contractors with the capability to deliver developments of this nature. The above represents Plot 2A but the Council are looking for a contractor to complete plot 2B and Plot 1 in addition to Plot 2A. The award of future phases will be determined by the Council at a later stage in the programme. The breakdown is as follows: Plot 2A £60m (exc VAT) Plot 2B £45m (exc VAT) Plot 1 £70m (exc VAT) The Council in conjunction with its advisers has a comprehensive understanding of the requirements and the market. Therefore, pre-market engagement will not be undertaken for this procurement. A planned procurement notice has not been completed as the contracting authority does not wish to reduce the timescales of this tender.

The proposed works will comprise removal of existing timber external wall cladding, new external wall insulated render system, removal of concrete tiles and membrane, extending roof structure at eaves and verges as required, internal insulation to roof spaces; reduce in height and capping of chimney to below roof level, remove and replace sarking as required and new membrane and concrete roof tiles, strip existing and provide new gutters and downpipes, remove existing external doors and windows and replace with triple glazed doors and windows, installation of inline PV’s and alteration of all effected services, resultant external works. Structural check, asbestos and rot survey/treatment as required. Our Tenants will remain within the properties during the duration of the works.
