Energy Systems Catapult (ESC) are looking for external suppliers to support the successful delivery of Unlocking Clean Energy in Greater Manchester (UCEGM).
UCEGM is part funded by the European Regional Development Fund and will deliver approximately 10 Megawatts (MW) of additional clean energy capacity to supply local authority assets across Greater Manchester. It also aims to demonstrate innovative and scalable energy business models, allowing greater
participation in the emerging Local Energy Market, reducing reliance on subsidy and enabling future investment in clean energy. The project commenced in summer 2020 and will run until the end of May 2023. UCEGM is led by ESC in partnership
with five Greater Manchester local authorities - Manchester, Rochdale, Salford, Stockport, and Wigan. ESC have entered into a Grant Funding Agreement with the Ministry of Housing, Communities and Local Government (MHCLG) to deliver the
project including certain contracted outputs in the form of kilowatt hours of renewable energy that will be produced and resultant tonnes of carbon dioxide that the project will save. For further information see:

There are three key areas of work
within the project: 1. Programme Management & Project Compliance - as lead partner in the consortium, ESC are responsible for overall project performance and
compliance with funding requirements, 2. Workstream 1 - The five Local Authority partners are delivering around £15m of capital investment in renewable energy projects, and 3. Workstream 2 - ESC are leading the development of future business models. The requirements of the contracts are divided into four Lots: 1.
Lot 1: Commercial and Investment Advice 2. Lot 2: Workstream 2 Procurement Advice 3. Lot 3: Workstream 1 Procurement Support 4. Lot 4: Summative Assessment Lots 1 and 2 are required to provide external specialist, technical support in respect of commercial and investment structures along with
procurement processes to Workstream 2 which will supplement in-house capabilities to develop future business models. This will maximise the scope, quality and impact of Workstream 2. Procurement support under Lot 3 is intended to support the consortium partners - the Local Authorities who are delivering
capital renewable energy schemes under Workstream 1. Compliance with public sector procurement requirements is a key funding requirement. Lot 3 is a call-off contract which can be utilised as necessary to support the Local Authorities to procure their required contracts. ERDF comes with a contractual requirement to appoint an external supplier to conduct an impact evaluation of the project, known as a summative assessment, which is Lot 4.

Cheshire and Warrington is one of the UK's economic success stories and the most productive economy in the North of England. Enterprise Cheshire and Warrington (ECW), a council-owned organisation, works alongside elected leaders to make the region the healthiest, most sustainable, inclusive, and growing place in the country. ECW are seeking a consultant(s) to work alongside ourselves and Cheshire West and Chester Council (CWAC), Cheshire East Council (CEC), and Warrington Borough Council (WBC) to conduct an initial high-level Infrastructure and Sustainability assessment at high growth places (c. 10 total areas, to be communicated to the successful bidder) across Cheshire and Warrington. Given a tight budget and timeline, initial work will be constrained to a given number of vectors and available data to enable screening at these locations and provide early evidence ahead of future detailed work. This evidence will inform future work across the subregion, including broader energy planning, Regional Energy Strategic Plan submission development, Local Authority planning, and potential work on a Growth Plan, and Spatial Development Strategy - with the underpinning blockers and opportunities at these key high growth locations clearly noted in advance of further business case development around these sites. The successful bidder will also need to provide a high-level sustainability analysis for the pipeline at each of the high growth places. The Cheshire and Warrington Sustainable and Inclusive Economic Strategy, recently published for consultation, states our ambition to be the most sustainable, inclusive, healthy, and growing place in the UK by 2045. It is vital that new development is carried forward in line with these ambitions, and an early pipeline assessment at each location to better understand impacts on climate and nature is vital to ensure The successful bidder will be required to deliver services in accordance with all tender documents and the contract to be placed with the successful bidder. Tenderers are requested to study the specification in detail and ensure that the specified requirements can be met and thus your understanding of our requirements is reflected in your Pricing Schedule return. The contract is expected to commence Thursday 16th October with the exact dates to be agreed depending on the agreement between the successful provider and ECW.

TENDER REQUIREMENTS This project is to procure Retained Legal Advice and Services which: 1. Provide ad-hoc access to a professional and legislatively sound advice and guidance service and paid at an agreed fixed fee each month or on an annual fee basis in the following nine key areas (non-exhaustive list): a. THE PROVISION OF A GREAT BRITAIN AND NORTHERN IRELAND WIDE FOOD SAMPLE COLLECTION AND PURCHASE PROGRAMME FOR PESTICIDE RESIDUES TESTING 2026 ONWARD

HSE CRD is responsible for delivering national programmes of monitoring pesticide residues in Great Britain and in Northern Ireland food supply on behalf of DEFRA and DEARA (a part of the NI executive). GB national law and in Northern Ireland under the terms of the Windsor Framework (Regulation 396/2005 and Regulation 2021/1355 ) requires Great Britain and Northern Ireland to monitor pesticide residues in food. The testing programme must also include the analysis of obligatory named foods for a specific list of pesticides as detailed by the GB co-ordinated multi-annual control plan and the annual EU regulation for a co-ordinated multiannual control programme. The most recent requirements for Northern Ireland and member states for 2026 are set out in Regulation 2024/989. The collection and purchase of retail samples to send to different official laboratories for testing is currently part of these programmes and it is this aspect of the programme that is now being re-tendered for samples collected in Great Britain and Northern Ireland. The aim of the programme is to collect samples across the country as part of different food surveys which may span specific periods of the year or the full year. Broadly being representative of market share by the key retailers and covering various geographic areas on a rolling basis.
