Description

Connexus is a community focussed rural housing group with over 10,500 homes across Shropshire and Herefordshire. Connexus has a Direct Labour Organisation (DLO) which undertakes the majority of responsive and void (i.e. empty home) repairs. The organisation is looking to procure a framework contract for a range of subcontractors to supplement the work of the DLO, both for general and specialist trades.  There are 9 Lots in total.

Rykneld Homes, in collaboration with North East Derbyshire District Council, is committed to delivering high-quality, energy-efficient housing that meets the evolving needs of our tenants while supporting the district's long-term sustainability objectives. This specification invites suitably qualified contractors to participate in the delivery of central heating upgrades across our housing stock, with a particular emphasis on enhancing energy performance to achieve an Energy Performance Certificate (EPC) rating of Band C or higher. This initiative is aligned with the Council's Strategic Asset Management Plan, which prioritises environmental stewardship, energy efficiency, and the reduction of carbon emissions across all housing assets. Rykneld Homes plays a pivotal role in this strategy, with a proven track record of improving hard-to-heat homes and supporting residents in managing fuel costs, thereby enhancing comfort and wellbeing. The appointed contractor will contribute to our fabric-first approach, ensuring that heating systems are effectively integrated with broader energy-saving measures. Solutions may include technologies such as air source heat pumps, high-efficiency gas boilers, and smart heating controls, all of which support our shared ambition to reduce emissions and improve thermal comfort. We are seeking tender submissions from experienced providers capable of delivering innovative and cost-effective heating solutions that meet our technical specifications and reinforce our commitment to a greener, healthier, and more resilient housing portfolio. This procurement process will be conducted in accordance with the Procurement Act 2023 and its associated regulations. All suppliers will be treated fairly and transparently, with procurement activities published via the central digital platform. The process will reflect the Act's core principles, including: - Value for Money - considering whole-life costs and long-term benefits. - Public Benefit - delivering social, economic, and environmental value. - Integrity - ensuring ethical conduct and conflict-of-interest management. - Fair Treatment of Suppliers - promoting equal opportunity and non-discrimination. - Transparency - providing clear and accessible procurement information. Works will be commissioned on a call-off basis, and no guarantee can be provided regarding the volume of work at the time of tendering. The contract will be awarded for an initial period of three years, with the potential for two additional one-year extensions. The successful contractor will be required to operate across the entire geographical area served by Rykneld Homes and will work in partnership with Rykneld Homes' in-house Direct Labour Force to ensure sufficient capacity and flexibility to mobilise quickly following the allocation of work packages. Please note that fluctuations in demand may occur due to the variable nature of tenancies.
