Title : Housing Mediation Service Ref: Sand/TMO-24 Sandwell Council has a management arrangement with a Tenant Management Organisation (TMO) for the provision of Housing Management Services, this arrangement is ratified in a Management Agreement. A conflict has arisen around the interpretation of some of the contractual clauses, compliance with council policy and lawful responsibility to certain undertakings. Under the terms of the Management Agreement, where conflict arise and a solution is not agreeable, the next step is to consider mediation.
