HMG has identified a need to appoint a Financial Advisor to: i) assess, input, and challenge the design, management and execution of SZC's capital structure and fundraising process; and ii) provide advice in relation to key judgments and decisions that will be required from HMG in order for it to execute its policy objectives and make sound investment decisions that represent VfM for the taxpayer.

This appointment is for work during Milestone Stage 1 (Outline Masterplan RIBA 2 and AMPs RIBA 3 - subject to instruction) and subsequently, subject to further council approvals - Milestone Stage 2 (Planning / elements of RIBA 3) up to and including the award of planning consent for the Outline Masterplan Delivery Strategy and thereafter Stage 3 - delivery of the 'enabling works'. The scope of services relates to the services of a Cost Consultant to secure planning for the scheme alongside an RIBA 3 pack for the works that the Client intends to carry out, all as described within this ITT and its appendices. Provide clear and proactive Cost Consultancy advice to the development team in support of the proposals. At this stage, we are not disclosing the project budget, but we encourage bidders to propose cost-effective and value-driven solutions aligned with the project scope and objectives

Bi-borough Adult Social Care (RBKC & WCC) are exploring how to transform their approach to technology enabled living (TEL). We are seeking to understand the key opportunities, the most effective ways of realising those opportunities, the costs involved in undertaking transformation and fundamentally the return on investment. We are exploring the affordability of utilising specialist expertise from the marketplace to make this happen. We are seeking consultancy insight on costings, timings and the key activities that will be required for: 1) Developing the financially optimum operating and procurement model for the Bi-borough setting. A model that sets out a comprehensive and systematic way of prescribing, distributing, monitoring, collecting and recycling of TEL/TECH devices. A model that ensures optimum data insights and facilitates evidence led service decisions. 2) Developing the robust financial case for adopting the recommended model, setting out the immediate and long-term costs and the expected return on investment through adopting the recommended model. 3) Identify and deliver on short term cashable saving opportunities through the deployment of TEL/TECH devices. The intelligence provided will inform internal decision making as to the affordability of consultancy support with the anticipation that this enables an informed budget for a formal sourcing exercise. BT309 - Review of Fees and Charges

The council has not had an external review completed since prior to the pandemic and with a changing economic climate since then an external review of these income sources would be beneficial. The council is all local authorities are struggling with financial pressures and a maximisation of this income sources is required to retain financial stability. Benchmark WCC fees and charges & commercial income against other local authorities – work to be completed by consultant for an agreed set of charges, with training to WCC staff on how to do this for the remaining items and in future years Review costs to identify if optimum price is being charged in line with policy objectives
