Housing and Economic Needs Assessment - SCC-SMS-0874

Southampton City Council (“the Authority”) has invited Quotes from suitably qualified suppliers (“Potential Suppliers”) for the provision of a Housing and Economic Needs Assessment. The Authority is preparing a new Local Plan to 2041/2042 (plan period end date subject to upcoming planning reforms and changes to national plan-making). The new plan needs to take account of the changes made in planning and related policy since its current development framework was adopted. One key matter for consideration is the housing and economic needs assessment for the emerging Southampton Local Plan. Southampton City Council’s current development plan provides a framework to 2026. The development plan includes: - the City of Southampton Local Plan – reviewed 2015; - the Core Strategy – reviewed 2015; - the City Centre Action Plan – reviewed 2015, - the Hampshire Minerals and Waste Plan 2013 - a partial update of which has been submitted to the Planning Inspectorate for Independent Examination to extend the Plan to 2040, with Hearings held in February 2025; and - the Bassett Neighbourhood Plan 2016 (which extends to 2029). Further detailed within the specification section 4. The term of the contract shall be ASAP with the original commission lasting no longer that 6 months however the Authority reserve the right to enter into extensions of up to 2 years following the original commission equating to a total contract term at potentially 2 years 6 months at the sole discretion of the Authority. e-ITT for the provision of an Economic Needs Assessment on behalf of the New Forest District Council Closing Date for Submission of Tenders 12.00 NOON, 28th FEBRUARY 2025 to be returned electronically via the Council's e-tendering solution "Pro-Contract" hosted on the South East Business Portal (SEBP) New Forest District Council and the New Forest National Park Authority ('the Authorities') wish to appoint a suitably qualified consultant, or consultant team with appropriate experience and expertise, to undertake an Economic Needs Assessment for these plan areas. The work being commissioned will form an integral part of the evidence base to be used to inform the economy and employment policies and proposals as part of the Authorities' respective Local Plan reviews. The focus of the consultants' task will be to make evidence-based recommendations on the likely future need for employment land and premises to inform the Authorities' respective local plans, potential site allocations, and planning policies that support the local economy. This will include collating, where necessary compiling and synthesising different sources and types of information, and applying commercial judgement and local market intelligence. Canvassing the views of local commercial agents will be important in undertaking the assessment. It is expected that the analysis will examine labour demand, labour supply and property market trends and requirements. It is important that the study meets the evidential requirements of the latest National Planning Policy Framework (NPPF, December 2024) and Planning Practice Guidance (PPG), to ensure that employment needs are objectively assessed so they can be planned for in an appropriate way. It is also important that the study is proportionate in methodology and cost, and makes effective use of existing information.
