National Assessment for the supply of blood glucose and ketone meters, testing strips, and lancets

This Assessment Process relates to the supply of blood glucose and ketone meters, testing strips, and associated consumables that are used to support the management of diabetes in primary care. This assessment process seeks to support the delivery of the NHS Long-Term Plan for diabetes management through the following key objectives: a. Equitable access to the same products no matter where the patient lives; b. Minimum quality standards established in a fair and transparent way to better address patient needs; c. Recommendations aligned with NICE and the availability of CGM and intermittent monitors; d. Prescribing practices are joined up across primary and secondary care; and In January 2023, NHSE undertook an assessment to evaluate the clinical and cost effectiveness of meters, test strips and lancets. The assessment included: • Accuracy of glucose readings • Reliability and consistency of test results • Ease of use for patients and healthcare professionals • Compatibility with various blood glucose meters • Cost-effectiveness and overall value for money • Compliance with relevant regulatory standards Following the assessment and the identification of the preferred blood glucose and ketone meters, testing strips and lancets, Commissioning Recommendations were published in April 2023. NHSE has recently carried out the annual review and have decided to re-open this assessment. New Suppliers wishing to be part of the recommendations Suppliers wishing to participate in the assessment for an opportunity to be included in the updated Commissioning Recommendations are encouraged to monitor the NHS England procurement portal (Atamis) for further updates. Suppliers who are part of the current recommendations Suppliers who were successful on the first round of assessments and are listed on the commissioning recommendations need not apply for a full re-assessment, unless the specifications of their products have changed since the initial assessment. New and Existing Suppliers will also have the opportunity to update their price. If they wish to do so, they will be required to provide evidence that they have submitted the change request to NHS Business Services Authority. Otherwise, the latest price on the drug tariff will be used in the assessment. Central Venous Catheters and Associated Products

NHS Supply Chain seek to establish a Framework agreement for the supply of Central Venous Catheters and Associated Products including but not limited to Arterial Lines, Arterial Cannula, Central Venous Catheters (Tunnelled / Non-Tunnelled), Catheter Fixation / Securement Devices, Port Introducers, Implantable Ports (Chest / Arm), Introducers, Tunnelling Rods, Midlines, PICCs, Vascular Catheters, Safety Huber Needles (with / without Y-Site), Wireless ECG Tip Location Systems and their Accessories, and Repair Kits. The Framework Agreement will be for supply of Central Venous Catheters and Associated Products to NHS Supply Chain and to the NHS Supply Chain customer base via the E-Direct Route. The Framework term will be on a 2+ 2 year basis (with a maximum term of 48 months). It is anticipated that initial expenditure will be in the region of £30,000,000 to £34,125,000 in the first year of this Framework Agreement, however this is approximate only and the values may vary depending on the requirements of those bodies purchasing under the Framework Agreement. Estimated value over the maximum 4 year Framework Agreement (2 + 2 Term) will be in the region of £120,000,000 to £136,500,000. The Framework Agreement between NHS Supply Chain and successful suppliers will reserve the right to purchase the same or similar supplies and/or services from suppliers not appointed to the Framework Agreement at its sole discretion. NHS Supply Chain intends to enter into arrangements under which it will be entitled to purchase supplies and/or services which it will make available for purchase by 1) any NHS Trust; 2) any other NHS entity; 3) any government department, agency or other statutory body and/or 4) any private sector entity active in the UK healthcare sector. Only NHS Supply Chain can order from the Framework Agreement and enter into contracts under it.
