- Temporary Works – To allow continued operation of the ferry service, temporary fenders will be required on the south berthing face;
- Demolition – Lowering of the existing roundhead to match the existing and new deck levels;
- Pier Extension – Off site construction of a reinforced concrete caisson, including fixtures and fittings, preparing a foundation and sinking the caisson onto the foundation; Construction of a reinforced concrete slab over the caisson after filling with rock fill;
- Concrete Repairs – Repair works and coating to existing reinforced concrete pier deck slab, cross beams and columns;
- Fendering – Upgraded fendering system to the new and existing pier structure;

Oban Pier Upgrades

Northern Lighthouse Board (NLB) is looking for a contractor to complete upgrades to the timber beams at the pier at our NLB depot in Oban, PA34 4LS. The central section of the pier consists of a T-shape extension to the original pier added in the 1950’s. This provided a front edge of approximately 49m and allowed for berthing in deeper water. This was then extended in the early 2000’s to provide NLB with a larger operational surface area, extending the central section by approximately 10m and creating new eastern and western sections to the pier. All seaward faces have timber fender piles, though only the central section is currently used for berthing The scope of works required are as follows: •Replace 3 No. full pile with like-for-like 360x360mm greenheart pile, replacing brackets, bolts, nuts and spacers as required. •Replace 3 No. fender with heavy-duty rubber D-fender, replacing fixings as required. •Replace 6m of stair support waling with like-for-like 360x360mm greenheart waling beam, replacing brackets, nuts and bolts as required. •Replace total 40m of lower waling with like-for-like 360x360mm greenheart waling beam, replacing splice plates, brackets, nuts and bolts as required. •Replace 8m of cope beam with like-for-like greenheart members (210x210mm and 260x150mm), replacing fixings as required. •Replace 24m of cope beam with like-for-like greenheart members (300x150mm), replacing fixings as required. Potential replacement of galvanised steel ladders and access steps on a like for like basis will also be considered. We require the contractor to carry out the scope of works below: •Attend a mandatory site visit to Oban in September 2025 to fully understand the project scope of works and location. •Provide a detailed tender submission of how they will carry out these upgrades •Full installation of the repairs and upgrades by the end March 2025. Timeline Set out below is the proposed procurement timetable for this project. Beach Management Framework

The Environment Agency requires a Framework to deliver its routine and ad-hoc beach maintenance works across all coastal frontages in England that it is responsible for. This maintenance typically consists of moving/transporting large volumes of shingle from areas of accretion to areas of erosion and evenly re-distributing shingle along the sea to restore/maintain the required standard of protection. There is a requirement to import marine dredged or land-based shingle onto coastal frontages to replenish lost material and to conduct maintenance/repairs to coastal defences and structures. There is a requirement to import and place rock on coastal frontages, as well as to provide coastal incident response, recovery and readiness support in the event of extreme weather events. This maintenance is essential to minimise the risk of coastal flooding to residential properties and commercial businesses. Market Engagement was undertaken using PIN notices via the PCR 15 regulations in May and December 2024. The Framework will operate as a single National Lot with a maximum of two Delivery Partners being appointed onto the Framework. The Framework duration will be a six-year (72 month) initial period with a 2-year (24 month) extension option (total eight years). The total estimated value of the Framework will be between £469,000,000 to £1,227,166,000 (exclusive of VAT). The procurement documents are available for unrestricted and full direct access, free of charge, at https://defra-family.force.com/s/Welcome Any questions, requests to participate, or tender submissions must be submitted electronically via this portal.
