Description

The Scottish Government (SG) is committed to supporting the third sector in Scotland. The third sector has a direct impact on the growth of Scotland's economy, the wellbeing of its citizens and the improvement of its public services.
The supply of affordable housing as set out in the Housing to 2040 Strategy is a high priority for the SG and Charitable Bonds contribute to the Affordable Housing Supply Programme through both the provision of loan finance to Regional Social Landlords (RSLs) and the distribution of Charitable Donations.

Home Energy West Yorkshire Low-Interest Loan

PPN - Home Energy West Yorkshire Low-Interest Loan West Yorkshire Combined Authority (the CA) would like to invite interested suppliers to take part in this Pre-Market Engagement activity to support the development of the project described below. The main aims of engagement include gaining market insights, understanding best market practices and shaping the final Statement of Requirements. The CA would like to procure a Financial Conduct Authority (FCA) Regulated lender to facilitate and manage phase two of Home Energy West Yorkshire’s Low-interest Loan on behalf of the Combined Authority. The loan will be signposted by the HEWY Customer Advice Service, enabling homeowners and private landlords in the region to finance the retrofit of their property. Please note this Planned Procurement Notice (PPN) is for prior information only, to inform potential suppliers of an upcoming opportunity and an ENGAGEMENT EVENT for interested bidders. This is not a “Call for Competition”. Whilst we encourage your participation in this exercise, failure to respond to the Preliminary Market Engagement will not prohibit your involvement in any future procurement exercise if progressed. PA invites organisations to participate in a 60-month DPS for the provision of Electronic Payments and Associated Services. The DPS will be accessible by all current and future members of PA. The DPS may be used by all NHS Trusts, Social Housing Providers, Local Authorities, Blue Light Services, Education, Charities and all other contracting authorities that are located in the United Kingdom including those listed in Schedule 1 of the Public Contracts Regulations 2015/102.
