In rural and remote Scotland, commercial operations in primary industries provide many jobs and benefits to local communities, their economies and way of life.
But those rural and remote communities are often served by single track roads, and this can cause problems when the public road infrastructure is overwhelmed by peak or sustained commercial use, or by the flow of seasonal visitors. These can negatively impact not just the residents of those communities, but also visitors, customers, other businesses, and the provision of emergency services. They can also impact detrimentally on the environment.
We want to make road use as effective as possible for all – efficient for the businesses involved, and also safer and less disruptive to the communities that support and rely on them, and the visitors that use them.
Our use case is Balquhidder, a small community some 10 miles north west of Callander at the head of Loch Voil. Balquhidder’s main artery is a single track Class C road, and it – along with other roads around the community - needs to meet the demands of significant and sustained use from residents, farm machinery, hospitality businesses, visitors and large forestry haulage vehicles. In this regard, forestry activity involving heavy machinery is likely to be extensive and sustained for the next 20 years across multiple sites in the area, using all the roads.

In this present instance ESPO is seeking to renew its Technology Enabled Care Products and Services framework. Lot 1.1 - Technology Enabled Care (Telecare) products and associated services Lot 1.2 - Technology Enabled Care (Telecare) services Lot 2.1 - Telehealth products and associated services Lot 2.2 - Telehealth services The framework agreement has the option to extend for up to a further 24 months. The total estimated value stated includes the option period. As part of the on-going contract management process, during the period of the Framework Agreement, ESPO shall monitor the financial stability of the awarded Suppliers during the period of the Framework Agreement by reference to credit rating agency reports. ESPO shall obtain a credit score for the Supplier on or before the Framework start date as a base score and where a significant change in the credit score is identified over the life of the Framework Agreement, ESPO reserves the right to investigate the reasons for this significant change. Child Health Engagement Coordination Service

Through this deep listening exercise, we wish to gather qualitative intelligence to complement the quantitative data presented in Wigans Children's JSNA, as well as guiding health-strengthening actions with our children and young people in the places they live, play, learn and work. The primary objectives of the commission are to: • Understand the health experiences of our children's young people and family communities including seldom heard voices and those who are disproportionately impacted by health inequalities. • Support us to identify a framework for Child Health in Wigan, that makes improvements to the families, children's and young people's lives. • Uncover both the risks and opportunities related to child health recognising the potential for positive interventions, that focus on community empowerment and whole system changes. We are particularly interested in understanding how the wider determinants of health within our environment, including money and resources, living conditions, family factors, housing, peers and social groups, education, and employment impacts on children and young people's physical and mental wellbeing across the borough to inform system wide child health transformation. What do children and families consider to be the impact of what we call 'the wider determinants' or building blocks of health (housing, education, employment,location, transport, food). And what are their experiences of inequalities in these areas. Based on lived experiences, what are the opportunities for local preventative approaches to collectively improve child health outcomes, focusing on the true causes. We would also like to understand what the response to the CYP JSNA from children and young people is. Do they feel that this represents their experiences within the borough, what is the perception and views of the inequalities shown. We understand that there will need to be different layers and approaches to the engagement. We expect the approach to be co-created, steered and undertaken by children, young people and families themselves using participatory methods. The groups we want to engage with are: • Families and young children (aged 0-5) • Primary School age (and families) • Secondary school and post education (11-19) (25 with SEND) We are interested in a mixed and participatory approach to engagement, incorporating creativity through for example a range of creative and digital approaches. The methodology will be agreed via implementation meetings.
