Description

The purpose of the contract is to obtain proposals for the management
of Personal Protective Equipment (PPE). In the first instance this will be for various North
West Fire and Rescue Services.
The contract will have an initial term of two years with two annual options to extend to a
maximum of four years.

Quantity or scope: The provision of quality SFM services to the Defence community is a key enabler of supporting operational capability and supporting the health, well-being, satisfaction, and motivation of Service personnel. The contracts which currently deliver these services, known as HESTIA, consolidated over 70 Multi-Activity Contracts (MACs) and successfully delivered a core set of standardised SFM services to the UK Defence estate through 7 regional contracts. Defence Soft Facilities Management (DEF SFM) will deliver quality and consistent replacement SFM contracts which demonstrate value for money and affordability, whilst meeting current and future requirements. The contracts will also seek opportunities to enhance the ‘Lived Experience’ for the Defence community by incorporating/addressing the opportunities for improvement identified throughout the life of the current contracts, brought about by changes in MOD policy, and in consultation with our customers. DEF SFM contributes to Defence Infrastructure Organisation’s (DIO) commitment to deliver key Defence services by ensuring that Defence continues to Mobilise, Modernise and Transform. The Defence Infrastructure Organisation is seeking expressions of interest, via the completion of the Pre Qualification Questionnaire (PQQ), from Potential Providers (PPs) for managing and delivering the DEF SFM services detailed in this advert. Further information regarding the scope of the contracts can be found at the Regional Information Booklets (RIBs). To ensure a level of resilience, the Authority intends to impose win restrictions in order to manage market share and support DIO service delivery. This means that a minimum of two Industry Providers will be awarded contracts pursuant to this procurement process. Further information regarding win restrictions is available via the PQQ and associated documentation. The DEF SFM contracts are considered transformational and as such the requirements as set out in the SOR may change during the life of the contract. In addition to this it is also possible that some service lines are market tested during the life of the contract, as part of an ongoing Category Management strategy. There is also the possibility that the scope of the contract is increased mid-term due to additional sites being added to the contract or the addition of requirements from PFI contracts that are expiring during the term of the DEF SFM contracts. As part of the PQQ, Potential Providers must confirm acceptance of these points and their willingness to work in a flexible and collaborative way. Failure to do so will result in the potential providers being excluded from the process. Potential Providers must complete the Conflict-of-Interest declaration that will be made available as part of the PQQ supporting documents and to inform the Authority whether they have identified from this review any actual or potential conflicts of interest arising from the Potential Provider or any other identified party’s participation in the procurement. Please note that any incumbent that has been shortlisted to participate in the ITN will be required sign the Ethical Walls Agreement made available as part of the PQQ supporting documents. Failure to do so may result in the Potential Provider being excluded from further participation in the procurement process. Laundering of Reusable Gowns

1) Introduction <br/>The Royal Papworth Hospital are seeking to place a contract for the Laundering, light repairing and splashproof treatment of their non-sterile gowns. These gowns are critical to keep staff and Patients safe, used throughout the hospital in various wards. We launder and treat an average of around 2400 gowns a week. The logistics of moving, delivering and packaging the gowns is to be included within this agreement. We anticipate this contract to be for three years with two, twelve-month options to extend. <br/><br/>2) Requirements <br/>a) The supplier shall provide all management, labour, materials, tools, equipment, and transportation to ensure the laundering and protective coating are provided to all gowns. <br/>b) The supplier shall be responsible for the collection and delivery of the gown, as well as the return of gowns that are beyond repair. If any gowns are lost or damaged during the supplier’s performance, repair or replacement shall be rendered at the expense of the supplier.<br/>c) The supplier assumes liability for any and all property entrusted to them during the laundering process and shall be obligated to protect this property until transferred back to the hospital. The supplier must hold the correct liability insurance.<br/>d) The supplier shall plan for, collect, and process the estimated gown quantities as advised in this specification while meeting the collection and delivery requirements.<br/>e) The cleaning requirements are explained in detail throughout this document.<br/>f) The supplier shall provide red dissolvable laundry bags.<br/>g) The supplier shall provide cages to move both clean and soiled laundry.<br/>h) The supplier shall have a suitable laundry facility with both a clean and sanitary laundry area. The supplier shall maintain separate areas for contaminated area and cleaning area.<br/>i) The supplier shall allow annual site audits with no prior warning to support the Trusts requirements with regards to Modern Slavery.<br/><br/>3) Infection Control Requirements.<br/><br/>a) The supplier must comply, where applicable, with the following standards:<br/>• National Infection Prevention and Control Manual for England (NIPCM)<br/>• Health & Social Care Act 2008<br/>• Department of Health guidance HTM01-04.<br/>b) Contaminated gowns will be placed in a red soluble bag, which identifies the item as soiled. The entire bag should then be washed. With the bags dissolving during the wash. <br/>c) Cages used for transporting soiled gowns must be wiped down after each use.<br/>d) The washing process must include a disinfection cycle. This cycle should maintain a load temperature of either 65ºC for no less than 10 minutes or 71ºC for no less than 3 minutes if thermal disinfection is used.<br/>e) The supplier must be open to allowing ad hoc audits as requested by the trust.<br/>f) All machines used in the laundering and splash-proofing process must be fit for purpose.<br/>g) Gowns must be returned in clean, packets of 10 Gowns. <br/>Red soluble bags must be provided 300 bags on Mondays, 100 bags on Wednesday and 300 bags on Fridays. During the implementation of the contract these bags will need to be provided sooner to allow for the handover period.
